Different salary for same grade posts of medical officers, lecturers | Teaching fraternity alleges step-motherly treatment | | Akshay Azad Early Times Report Jammu, Mar 30: Resentment is brewing amongst the 10+2 lecturers of the Education Department as despite being appointed in the same scale of pay as Medical Officers in Department of Health, they are paid much less. Rubbing salt into the wounds, government has also made it mandatory for selected candidates for 10+2 lecturer posts, to serve initially for five years in far flung areas. The Jammu and Kashmir Public Service Commission on March 19, 2016, issued two different notifications advertising 97 posts of Medical Officers in Health and Medical Education Department and 1059 posts of Lecturer 10+2 in School Education department. According to the advertisement notification, both the posts of Medical Officers and 10+2 Lecturers are gazetted posts and falls in same pay scale Rs. 9300-34800 with grade pay of 5400 but the selected candidates for both the posts would get different salaries. Though teaching is a very noble profession but seemingly this department is widely disliked by government, which is going to recruit 10+2 lecturers under new recruitment policy. The selected candidates for 10+2 posts shall be governed by Jammu and Kashmir Special Recruitment Rules issued vide SRO-202 of 2015 dated 30/6/2015, notified by General Administrative department (GAD), which means, the appointee shall be entitled to the minimum of scale of pay along with grade pay applicable to the post against which he is appointed. In simple terms, the 10+2 lecturers will get half of the salary, presently being taken by lecturers serving in Education department. Moreover, adding to the miseries of these aspirants, in the recruitment notification it is clearly mentioned that the appointee shall have to serve initially for a period of five years in the areas notified as Zone-III in the transfer policy by the government vide order number 622-Edu of 2015 dated 22/12/2015 issued by school education department, which means appointees will have to serve in difficult areas including Leh and other higher reaches of the State. "It is also very strange to notice that according to new transfer policy, any employee of the J&K Education department who will serve in Zone III for one year will necessarily be given posting of preference for two years but these new appointees will have to serve for five years in Zone-III areas, which is widely unjustifiable," an aspirant Jatinder Khajuria said. Moreover, the selected candidates for 97 posts of Medical Officer of Health and Medical Education would get pay scale Rs. 9300-34800 with grade pay 5400 and posts are not falling under notorious new recruitment policy. He further said that it was injustice with newly appointees for 10+2 posts that they would get peanuts but the Medical officers in Health and Medical Education would get same salary. "The PDP-BJP government is anti teaching fraternity due to which they are depriving probable 10+2 lecturers with their due rights", he said. Secretary of JKPSC, Shakeel-Ur-Rehman said that General Administrative department has notified posts of Librarian, Assistant Professors for Colleges, PTIs, 10+2 lecturers as per new recruitment policy while the posts of Medical Officers were not notified. "We have got requisition from School Education department and Medical Education department and JKPSC is doing recruitment as per requisition", he said. |
