Over-staying tainted officers ruling the roost in SICOP | | | Early Times Report srinagar, Mar 30: In brazen violation of the Service Rules, many officials in J&K Small Scale Industries Development Corporation (SICOP) have overstayed at their choicest postings for years together. Official sources revealed that nearly half a dozen officers of the rank of I/C general managers have not been transferred for many years. One such official is DP Singh, I/C RMD Gangyal who has overstayed at same place for over five years. Similarly S.K Jain, I/C, General Manager Divisional office Gangyal Jammu is there for more than eight years. Sushil Malhotra, I/C General Manager at RMD Digyana for ten years. Rajesh Pando, I/C, IID Udhampur is posted for eight years at one place. Waseem Dev, I/C General Manger SICOP Kashmir is staying for five years. Sources said that the incumbent Managing Director JK SICOP has deliberately allowed them to continue at their respective present place of posting. Official sources said that all these officers are involved in one or the other case which are under active investigation with Vigilance Organization or Crime Branch. Sources said that these officials have been twisting the transfer policy as per their whims and to retain their choicest postings, are seen in camping in the chamber of the Managing Director to secure their placement at their choicest post, allegedly by pleasing him in various ways. It is to mention here that JK State ruled by various political parties and by the Governor at various times in the past have a decided policy to make time to time the transfers of the officers at the highest level and the lower level also. The transfer policy is well implemented by the Government and decisions taken to Cabinet meetings or by the State administrative council. This is only to ensure that a transparent and clean administration is governed. Sources said that another issue which has come to fore in JK SICOP that one officer namely Abbas who is involved in established cases of corruption and also a case of pilferage of raw material has been elevated to the post of senior manager. |
