Varsity shell out temporary solution, to pay contractual staff | Reprieve for offsite campuses of JU | | Akshay Azad

Jammu, May 13: Facing problems following discontinuation of financial assistance to six offsite campuses of University of Jammu, the varsity authorities have shell out a temporary solution for paying salaries to the contractual staff to run the show in these campuses. As per notification issued by University of Jammu on 10th of May, the authorities have admitted that financial assistance being provided by state government has been discontinued with effect from financial year 2015-16 under Plan budget. "For incurring the expenditure on Recurring charges of offsite campuses except Bhaderwah and in the light of OM. No. FD-VII-27(17)2005-06-I, dated 14/3/2016 received from the Accounts officer (Budget) Finance department Government of J&K, Civil Secreteriate, the vice chancellor is pleased to authorize creation of the following object heads of expenditure in the Non-Plan Budget estimates 2016-17for utilization on the payment of salaries/wages to the teaching as well as the non-teaching staff engaged by the university on contractual basis, who were earlier paid out of the Plan funds, in anticipation of the approval of the Finance department", the notification reads as. "S15 and S16 are two heads created by University for paying salary to contractual teaching staff and contractual non-teaching staff respectively", the notification concludes. An official of JU informed that it was a temporary solution according to which the salary to contractual and non-contractual would be paid from the salary saving accounts. "We have some sanctioned positions of permanent faculty but staff is not available. We get funds on those positions and the same fund will be used for paying the salary of staff engaged in offsite campuses", he said. He further said that the varsity authorities have been repeatedly taking up the matter with Finance department as well as Higher Education department to release funds, but they plainly refused, taking shelter of order on Financial accountability. "These six offsite campuses are not developed fully and stopping financial assistance will only result in closure of these institutions, which are in nascent stage", he said, adding that even these centers were opened haphazardly by the previous administration. Another official said that once the campuses would be fully developed and all infrastructures would be in place, financial autonomy could work but at this stage, it would only result in closure of these institutions. |
