Samoon raises banner of revolt, opposes New Industrial Policy | | | ET Report jammu, May 13: It was only two days ago that the new industrial policy of the J&K Government became public. The new industrial policy allows non-state-subjects to get on lease the land for setting up industries outside the industrial estates in the state. Under this policy, the state government would allow the non-state subjects to set up industries at large scale outside the industrial estates in the state with maximum land lease period fixed at 90 years. The policy drafted by Department of Industries and Commerce was approved by State Administrative Council headed by Governor N N Vohra in March earlier this year. The policy will remain effective for ten years till March 31, 2026. The new industrial policy, as was expected, evoked sharp response from Kashmiri separatists and others. They denounced the policy as one more step taken not only to erode the state's special status but also to change the demography of Kashmir. Not just the separatists, even the community of Kashmiri lawyers and Kashmir Chamber of Commerce and Industry condemned the state government and the new industrial policy. They opposed the government policy to allow lease of the land to non-state subjects, who will be setting up industries outside the industrial estates in the state, saying "it is another ploy to diminish the Muslim majority character of the state". "Because of this sinister mechanism outsiders will not only be allowed to enter the state and remain here on long term basis but they will also marginalize the local business community by settling in the state along with their men, material and machinery permanently," they, including the seditious Kashmiri lawyers, said while condemning the new industrial policy. None of them said that the establishment of new industries in the state would create job opportunities in the state, ease the unemployment problem and improve the financial health of the otherwise financially bankrupt state. But what they said against the new industrial policy was on expected lines. They hate Indians, minum the Indian rupees, and hence, their sinister and communal opposition. However, what surprised all the more was the opposition to the new industrial policy from Divisional Commissioner, Kashmir. "The policy seems to have been framed in haste. It needs a review as soon as possible and the clause should be amended. We have thousands of youth who are unemployed and why not involve them," Divisional Commissioner Asgar Samoon was quoted as saying. "The industrial policy is meant to reduce unemployment in the state and Industries and Commerce department should give it a thought. This clause on non- state subjects can prove dangerous keeping in view the incidents that took place in past few years," Samoon was further reportedly said. How could the Divisional Commissioner oppose the official policy? His only duty is to follow and implement the government decisions. By opposing the new industrial policy and spitting venom on non-state subjects, he has only established that he is no different from those in Kashmir who are rabidly against the non-Kashmiri people. Will the state government start disciplinary proceedings against the erring official? The answer is no. For both BJP leader and Deputy Chief Minister Nirmal Singh and PDP leader, Education Minister and spokesperson of the PDP-BJP coalition government Naeem Akhtar have already declared that the government will review the new industrial policy. Indeed, people of Jammu will be the casualty as the reversal of the policy would create a situation under which no non-state subject will invest in Jammu. |
