Challenges before Mehbooba Mufti | | | Chief Minister,Mehbooba Mufti,has to face series of challenges.Once she is through these challenges her political career and survival as Chief Minister is guaranteed.Once she flounders her future assumes a grim picture.The first challenge she has to face pertains to her victory in the byelection from Anatnag Assembly constituency.After she got elected as Chief Minister she was supposed be be the member of either the lower House or the upper House.Wittingly or unwittingly she chose to follow an established democratic procedure by deciding to contest the Anantnag Assembly constituency so that she becomes a member olf the Assembly.In fact previous Chief ministers have been members of the Assembly and the only exception is that of G.N.Shah who had become the Chief Minister after he led a group of defectors within the ruling National Conference.Since being the member of the Legislative Council he did not feel the need for contesting the Assembly seat because he knew it well that he wohave lost the Assembly by-poll.Hence Mehbooba did not take recourse to easy way of retaining her Chief Minister's chair by becoming a member of the Legislative Council.Though the ensuing by-poll in Anantnag constituency is going to be multi-cornered she has a major challenge from the National Conference and the Congress.Her position is not as strong as it was during the Lok Sabha election because by that time the PDP had not forged an alliance with the BJP. Three other issues that have kept Mehbooba on the tenterhooks is rehabilitation of displaced Pandits in the valley,ensuing Amarnath Yatra and the illusory Sainik colony.Both the Kashmir centric National Conference leadership and the Kashmiri separatists have been seen indulging in breast beating over the so called plan of the Government to establish a Sainik colony.Well despite repeated denial frothe Government that no land had been either identified or acquired for establishing a Sainik colony the opposition and the separatists have started making an issue out of it.Senior separatist leader,Syed Ali Shah Geelani,is worried because setting up a sainik colony could lead to change the demographic character in the valley.Well there should have been no objection or opposition to the plan of establishing a sainik colony for those who have al ready retired from the JK Light infantry,all being citizens of the state,and those who are still in service.There is a sainik colony established in Jammu and no,not a single,non-state subject has come there to live.After the clarification from the Army authorities it is hoped that the opposition parties,including the NC and the separatists will assume the role of silent spectators. Srinagar based defence spokesperson issued a statement which reads : "it is clarified that the news article published in few dailies on 05th June 2016 in which it was claimed by Jammu Kashmir Coalition for Civil Society (JKCCS) that the land sought by Army for the construction of Sainik Colony at Old Air Field was already witnessing huge construction work from last two years and so far at least 47 buildings have almost been constructed, is factually incorrect.The land on which construction activity is in progress, is Defence Land which is inside the existing Old Air Field Military Station. Presently construction of Married Accommodation Project is under progress inside the Old Air Field Military Station. The new construction is purely meant for the serving Army personnel and being constructed under supervision of Station Headquarters to meet the accommodation requirements of the Army units located in this area. This construction activity has absolutely nothing to do with the "Sainik Colonies" which is a State subject and Army has no role in it.About the rehabilitation of displaced Pandits Mehbooba has clarified,that too after pressure was mounted by the separatists,that they would first of all get settled in transit camps and after that they would be helped by the Government in building houses in the villages from where they had fled during the rise of Pakistan sponsored militancy.Amarnath yatra is a new challenge for Mehbooba.She will rise in the estimation of people in India if the yatra,that begins on July 2 and ends on August 18,moves without any incident.In this case the Defence and the Union Home Minstries have assisted Mehbooba by making available various companies of paramilitary forces and the Army so that the security grid was upgraded preventing militants from carrying out any attack on pilgrims.Since those connected with pilgrim traffic,transporters,traders,ponywallas and porters,are opposed to any militant plan this section of people may become enraged against militants and separatists.Hence militants have to think twice. |
