APs overstay in city colleges; Hr Edu deptt mum

JAMMU, June 8: The cryptic silence of Jammu and Kashmir Higher Education department over prolonged overstay of influential Assistant professors posted in city colleges in violation of transfer policy, has been ultimately benefiting the transfer industry players, while as those posted in peripheral colleges of state have been feeling cheated.
College lecturers posted in various peripheral colleges informed Early Times that a large army of influential college lecturers have been overstaying in various colleges of Jammu city and district headquarters for more than 15 to 20 years.
"Since decades, these influential colleges have been shuttling from one college of city to other due to close allegiance to power corridors or being best customers of transfer industry players", they alleged, adding that after the new government's Education Minister Naeem Akhter had taken over reins of Higher Education department, hopes were generated among the teaching fraternity of rationalization but there was not an iota of change in the stance of new government than previous education minister of National Conference.
The college lecturers further alleged that city colleges were overloaded by the Assistant Professors, while the colleges in peripheries of state have been running short of teaching staff. "Those college lecturers who have no allegiance to power corridors and refused to pay the transfer industry players have been working in peripheral colleges for the last nearly 7 to 9 years and there is no word from government to transfer them as per transfer policy", he said.
As per transfer policy of Higher Education department a government employee has to serve maximum of three years in far flung colleges and repatriated to city colleges for two years. "The transfer policy was never implemented in the state. Those holding political links had joined the city college and get retirement from city colleges and for a brief period they served in some peripheral colleges and all this is known to department officials but none paid any heed", the college lecturers said.
In reply to an RTI application, Higher Education department had furnished a list of lecturers, according to which there were more than two hundred influential lecturers, who have been overstaying in the colleges of their choice.
An official of department said that after the closing of Assembly session, probably some transfers might be ordered. "The transfer will be customary exercise and the influential will not be touched by the government as they hold strong links with all political parties and officials", he said.
J&K has a total of 95 colleges, with 3700 faculty members comprising Assistant professors and professors.
