NABARD's urgency to submit projects meets Govt's cold shoulder | No spade work done as yet | | Arun Singh Jammu, June 8: Notwithstan-ding the eagerness of National Bank for Agriculture and Rural Development (NABARD) to shell out flow of financial assistance in terms of loan to State Government for various developmental projects, the latter has extended a cold shoulder by not submitting projects on which it sought loans. Sources informed Early Times that the system has been marred by administrative inertia for preparing projects with regards to road connectivity, rural development, agriculture projects but the lackluster approach of Government departments to often deviate from set laid down norms by NABARD wherein it enjoins upon the departments interested to seek loan for erecting durable assets for the facility of public, has been adversely affecting upon development scenario of the State for which the Center government is very concerned. Sources disclosed that instead of mending working style by the department to expedite the submission of projects well in the beginning of current financial year, the government agencies are still harping on the same tune of indulging into delaying tactics on one pretext or other to create a situation whereby they prepare and submit the projects at fag end of financial year to National Bank for Agriculture and Rural Development. "This modus operandi adopted as legacy from time immemorial has been the main root cause instrumental of failure of projects causing huge financial loss besides burdening the Government on account loan advanced by the NABARD. Sources told that there is always a beating of drums by the successive Governments during and after elections that once they come to power the whole scenario of development shall be geared up on the war footing but the basic flaws and shortcoming persisting in the system of the government are never taken care of by the concerned ostensibly their vested interest involved in overlooking such shortcomings which if removed can bring sea change in terms of development in the large interest of public. |
