In PMGSY officials' presence, contractor uses substandard material Locals hold protest at Khiram 6/8/2016 11:03:12 PM Saahil Suhail ANANTNAG, June 8: Locals of Khiram-Panad Gujjar Basti on Wednesday held protests against PMGSY after they spotted contactor using substandard material on Khiram-Panad road in presence of Pradhan Mantri Gram Sadak Yojana (PMGSY) officials. Villagers, who assembled on road near bus-stand Panad raised slogans against the department and contractor and accused them, of having forged an allegiance. They restricted the macdamization works on the roads till PMGSY officials agreed to their demand of re-macadamizing few portions of 4.5 long road constructed under centrally sponsored scheme in year 2013. "When we asked the contractor to use the material according to norms, he threatened us," local resident, Ghulam Qadir Khan told Early Times. He along with other youngsters removed macadam from the road with hands where the contractor has laid it without cleaning the urface. "Till yesterday he didn't use the machine (compressor) for cleaning the road surface," he added. Villagers said that using poor quality bitumen for the construction of the road was laid on dust in violation of the laid down guidelines, which itself exposes the contractor-official nexus. Villagers identified the contractor as Showket Ahmad Mir of Tral and accused him having behaved with them arrogantly. Local Panch, Mehmood Gami questioned the intention of department, "They did same thing in 2013 when they constructed the road, we want to ask why every time Gujjar community is being neglected," he said, urging government to intervene. Villagers said that since 2013 contractor and PMGSY officials didn't return to village for maintenance of the road, which they were bound to. "It's the responsibility of contractor to maintain the road for five years," AEE concerned who was present on spot said while admitting the contractor's negligence. Executive Engineer, PMGSY, Sheikh Maqbool on being contacted assured action. He later, directed AEE to re-macadamize the portions of the road and ensure quality and quantity of the material being used by the contractor.
