Cooperative movement a flop show in JK
Just 25% of cooperative societies functional

SRINAGAR, June 8: The cooperative movement in the state has failed to keep pace with time in the state with majority of the cooperative societies lying defunct for years now. This is despite the fact that the cooperative movement has tremendous potential for employment generation in Jammu & Kashmir.
Minister for Cooperatives, Tsering Dorjay told the legislative assembly that around 75 percent of the cooperative societies have turned defunct in Jammu & Kashmir. The minister said that only 25 percent of the cooperative societies in the state.
"There is a tremendous scope for employment generation in the cooperative sector. But over the years we have failed to keep pace with the time. There are 3781 registered cooperative societies in the state and out of the same just 988 cooperative societies are functioning. The remaining cooperative societies have turned defunct over the passage of time," said Dorjay.
The minister said that revival of the defunct cooperative societies is a big challenge before the government. He said that nine cooperative banks have 264 branches are functioning across the state. He said the total deposits in these banks have reached 3,187 crores. Dorjey said that the milk cooperative societies produce 13,000 litres and 7,000 litres of milk at the milk plants in Kashmir and Jammu respectively.
Before this chief minister, Mehbooba Mufti while taking part in the discussion on the grants for agriculture sector said that the state government has earmarked an amount of 75 crores for the Fasal Bhima Yojna in the state. The chief minister accepted that the amount is less and that 200 crores are needed for the scheme. She said that under the scheme the crops would be insured with very little amount being paid by the farmers.
Mehbooba said that the farmers who suffered losses due to the hailstorm should not feel worried since the government would procure their produce from them and provide them the requisite amount. She said that vegetables have a great scope in increasing the revenue in the state and that two centres of excellence of vegetables would be set up in Jammu and Srinagar soon.
"We have already decided to develop two mango villages in Khour and Akhnoor areas of Jammu division. In the same manner Khiram in Anantnag district in Kashmir would be developed as apple village. Hardass village of Kargil district in Ladakh division would be developed as apricot village. Two pesticide laboratories would be set up Srinagar and Jammu with mobile testing laboratories already in place," said the chief minister.
Mehbooba said that since many people have ventured in the field of commercial floriculture in the state the government is committed to providing them the facilities. She said that cold storage vans would be used for maintaining the freshness of flowers. She said that negotiations are going on with a private airline for providing the facility of lifting the cut flowers from the state to outside.
Minister for Agriculture, Ghulam Nabi Lone (Hanjura) said that 73 percent of population in the state is associated with agriculture sector whether directly or indirectly. He said that subsidy is provided to the farmers in the state for purchase of seeds and fertilizers under the centrally sponsored schemes.
"At times I feel that a programme like National Saffron Mission would not be successful since we are turning the saffron fields into commercial establishments. The agriculture fields are facing the brunt since the same are used for the purpose of road widening or commercial activities," said Lone.
The agriculture minister said that negotiations are going on with various banks for waiver of loans to farmers who are in possession of Kisan Credit Cards. He said that 33 lakh people are associated with horticulture sector and that this sector along with the floriculture holds key to the economic prosperity of the people of the state.
