Two district libraries work without Librarians for three decades Libraries dying slow death 7/18/2016 11:23:25 PM G S Asgotra Early Times Report Jammu, July 18: Attribute it to the persistent neglect and apathy of the successive governments, two district libraries of Kathua and Doda are working without Chief Librarians for last three decades and the Department of Libraries and Research seems least bothered about it. A source in department revealed that after the superannuation to Chief Librarian, Doda in 1988 and the death of Chief Librarian, Kathua in 1996, both the libraries have been running without Chief Librarian since last three decade and lower rung official and even Deputy Director, Jammu has repeatedly apprised to higher officials but to no avail. "Owing to the non availability of the Chief Librarian in the respective libraries, and overall dearth of staff since long time, the functioning of the district libraries has suffered since long", said source. The source further said that the callous approach of the department could be gauged from the fact that despite, three sanctioned posts of Chief Librarian in Jammu province, only SRS Library's post is occupied while remaining two posts (Kathua &Doda) are lying vacant since long time, as a result the Junior Librarians were forced by the department to hold charge of Chief Librarian in the two districts. "The government has not shown any interest in maintaining district libraries and encouraging reading, due to which most of libraries in Jammu are running in single room and also failed to attract new reader", said Uttam Chand a regular visitor of district library Kathua. When contacted, Dy. Director, Om Parkash said that it has already reported to the government by Director concerned but no action has been taken so far by the government "I hope the government will soon take decision over appointment of Chief Librarian and other staffs so that the libraries run smooth in Jammu province", said Dy.
