FD fails to categorize posts, No seniority list prepared for District cadre | | | Arun Singh

Jammu, Sept 5: Forest Department's impartiality towards its district cadre employees by not formulating seniority list has adversely impacted on the human resource planning and minimized the chances of promotions of these during their service tenure. Sources told Early Times that according to Jammu and Kashmir State Civil Services Decentralization Act, 2010 and Rules there under and Government notification (SRO- 459 of 1987), each department is required to categorize its posts into District, Divisional and State cadres and accordingly prepare seniority lists. "But overlooking the services rules, Forest Department did not categorize its posts as envisaged in the Act and prepared seniority lists only for Divisional and State Cadre posts barring the District posts which show the bias attitude of the officials at the helms of the affair towards its employees of a particular cadre," they said furthering adding that non formulation of the seniority list in District Cadre posts created many issue. They further said that in such one case the seniority list of Class-IV employees was prepared in 2005 by Conservator of Forests, Rajouri and thereafter the list was not revised or updated. "The Department issued tentative seniority list in 2010 which was objected to by some employees. Without taking into account the representations of the employees and without revising the seniority list the Department promoted (February 2011) 35 class IV employees of district cadre Rajouri as Forest guards ignoring the seniors depicted in the seniority list of 2005. The aggrieved employees got the promotions stayed by the High Court with the result no promotions to the rank of Forest guards could be made affecting the work of Divisions as there was shortage of 38 Forest guards in Forest Division, Rajouri alone," they informed. Although an attempt was made in 2005 to finalize the seniority list of Foresters but same could not be finalized due to promotion of some Foresters with retrospective effect of ten to twelve years and their placement above their seniors; even one Forester was allowed to supersede 151 senior Foresters, they said. The Department issued final seniority list in 2010 by restoring the 151 superseded Foresters their seniority. However, the Foresters who were senior according to the seniority list of 2005 got the Seniority list of 2010 stayed by the High Court. Due to non-finalization of seniority list of Foresters, the promotions to Range officers (ROs) and other higher posts had been affected with the result that the Department had to make adhoc arrangements for higher posts. |
