Minister prefers interim arrangement over regular Director Colleges | | | Akshay Azad Early Times Report
Jammu, Sept 5: Unlike Union government's advocacy of decentralization of power but in this state, their counterparts are preferring a contrary arrangement to maintain dominance on all government functionaries. In a recent development in the Higher Education department, the process for the appointment of Director Colleges begun in the month of August and in its third week, the Minister had sought full details of the probable candidates but instead of appointing a regular director, interim arrangement for the post was preferred by Minister. As per documents in possession of Early Times, on 19/8/2016 Additional Secretary to Government Higher Education department sent a written communication to Nodal Principals of Science College Jammu and Amar Singh College Srinagar. According to the communiqué, the Higher Education authorities had sought various details of the 10 probable candidates including Renu Goswami, Kiran Bakshi, Anita Sudan, Savitri Sharma, Ajit Angral, GM Baqal, ZA Chatt, Yaseen Ahmed Shah, Parveen Pandi and Hemla Agarwal as per the seniority list of Principals of government Colleges. The Nodal Principals of both the colleges were requested to furnish the Annual Performance Reports (APRs) for the last five years and specific academic and administrative achievement of their service career and the information was sought within one week. Surprisingly, on 24th of September, Higher Education department issued an order according to which, Dr. Renu Goswami Principal Government College for Women Parade Jammu was transferred and posted in department to discharge responsibilities associated with the post of Director colleges J&K on interim arrangement basis. The order further reads, "The arrangement is purely of interim nature and shall be without prejudice to seniority/superior claims of the officer if any, till a regular appointment of Director Colleges is made through a selection committee by government. The order shall further not confer any right on Dr. Goswami to claim regular appointment as Director Colleges". Sources in Higher Education department informed that the file with full details of all the Principals, for the appointment of Director, had already been forwarded to Minister for Higher Education with some recommendations by selection committee. "Some of the College Principals from the list of 10 are scheduled to retire next year and have less than one year of service besides another Principal, who is presently holding an important position was also recommended for not appointing on the post", sources said, adding that it was recommended to appoint one from the remaining six Principals on the posts, who have more than one year of service. "It was surprising to notice that instead of having the recommendation of the selection committee, the Minister preferred interim arrangement for the post", sources said, adding that it only signaled towards the fact that the recommendations of the selection committee were ignored by the Minister. Raising finger over the appointment a senior government official said that such practice of making ad-hoc arrangements was only strengthening the hands of Minister. "The sword of uncertainty continuously hovers over the ad-hoc appointee and is generally reluctant to take any tough decision", the official said.
