240 PMGSY works pending for more than 4 years | Spill over liabilities likely to be borne JK Govt | | Akshay Azad Early Times Report JAMMU, Sept 21: More worries are in store for financially fragile Jammu and Kashmir as nearly 240 works under Pradhan Mantri Gram Sadak Yojana (PMGSY) have been pending for the last more than four years and the spillover financial liabilities are likely to be borne by state government rather than Union. Sources informed Early Times that as per a recent communiqué forwarded by Union Rural Development Ministry to Commissioner/Secretary to state Public Works Department it has been maintained that out of total 1983 works sanctioned under PMGSY, 1312 works have been completed. "Out of 671 pending road works, 240 road works are more than four years old", the communication reads, adding, "Considering the fact that PMGSY works are required to be completed within 12 monthsand the delay in completion of works for more than four years is a matter of grave concern. The Union Ministry has further communicated to the state government that since the state had surpassed the deadline set for the completion of roads pending for more than four years old, it was requested that details of these roads along with the reasons for delay in completion be furnished to the Ministry by 31st of August 2016, positively, otherwise the Ministry would have no option but to consider stopping the release of further funds. Sources informed that the Union Ministry had time and again reiterated before state government to complete the PMGSY works pending for more than four years. A communication was forwarded by Union Ministry to state government in the month of January and reminder in March, wide which state government was requested to give immediate attention towards completion of roads, which were more than four years old. It was also communicated to the state government that the spillover financial liability of such works beyond 31st March 2016, will have to be borne by the state, except in those cases where the pendency is due to litigation or non-issuance of forest clearance. The Pradhan Mantri Gram Sadak Yojana (PMGSY) is a centrally sponsored flagship scheme which was introduced on December 2000 to provide all-weather rural road connectivity and to access eligible unconnected habitations. |
