Releases funds to poorly performing districts | RDD fails to constitute SRM | | Arun Singh

Jammu, Dec 21: The Rural Development Department (RDD) released funds to the poorly performing districts without reviewing implementation of the ongoing sanitation projects launched in those districts. Sources told Early Times that several projects were launched in various districts of the State under Rural Sanitation Programme in past five years and in order to look after the financial requirement of every district according to their performance in implementation of the programme, the State Review Mission was required to be constituted so as to ascertain whether a district qualifies for the second installment or not by the Government of India. "But Rural Development Department overlooked the necessity of setting up of State Review Mission which hit severely the proper implementation of the sanitation programme as a result the center government reduced the flow of funds to the State and while the department continued to release the funds to the underserved districts which failed to perform well in its initial phase and the deserving one which were performing up to mark were ignored for want of funds as a result many undergoing projects came to grinding halt," they informed. They further said that the project authorities were required to review implementation of the programme through a team of experts at least once in a quarter but against 20 such reviews to be conducted by District Water Sanitation Mission (DWSM) in each district during the period 2010-15, no such reviews were carried out in any of the districts. "Moreover, no review was undertaken by the project authorities at the block and District Programme Officer level except few blocks of the three districts," they added, which indicates the apathetic attitude of the concerned department. |
