Multi-crore scam in ICDS?

anantnag, Dec 21: The Integrated Child Development Scheme (ICDS) officials are set to claim that all Anganwari centers across Kashmir particularly in southern Valley remained functional during the four months of summer turmoil.
Official sources told Early Times that in South Kashmir ICDS Project Officers have started procuring utilization certificates form Anganwari centers to pave way for procurement of fresh nutrition supply.
If not probed or verified through different means this could be a big scam, officials said.
Officers at the helm of affairs admitted that Anganwari centers across South Kashmir remained locked for at least four consecutive months due to violence and curfew.
"Who can deny the fact that Anganwari Centers remained locked during unrest? This time around many of them are still non-functional," an official posted at Kulgam said.
He revealed that authorities at Kulgam have given green signal to ICDS for procurement of fresh nutrition supply.
During its survey, Early Times talked to scores of residents belonging to dozens of villages of South Kashmir districts who said that Anganwari centers remained closed.
"How can even we say that Anganwari centers remained functional during curfew days," Shabir Ahmad, a Kokernag resident said.
He said that bureaucracy took undue advantage of the situation and looted state exchequer during the period.
Mudasir Ahmad, haling Pinglish village of Tral, alleged that nutrition supply meant for the children was sold in black-market during the turmoil.
"It is totally wrong to claim that these centers remained functional during unrest. We definitely need to devise a strategy and direct Anganwari workers to get their utilization certificates authenticated by village level representatives or Mohallah committees," a Deputy Commissioner posted in one of the southern districts said.
Ms Shameema, Project Officer Tral like other officials posted in South Kashmir claimed that centers falling in her area remained functional and she used to regular updates from the center. Interestingly, Internet and all other modes of telecommunication remained banned for more than three months in valley.
Director Social Welfare Kashmir, Talat Parvez when contacted said, "We haven't procured fresh supply."
When asked if it was correct to claim that all of the centers remained functional during unrest, he said, "No, some centers wouldn't have consumed 100% nutrition supply."
