| Misappropriation: XEn exceeds limits while issuing technical sanctions | | | Avinash Azad

Jammu, Dec 24: More skeletons are tumbling out from the cupboard of Rural Development Department, as an influential Executive Engineer, has made numerous technical sanctions several amounting several lacs of rupees.
According to sources, the Finance department has issued one amendment in book of financial powers vide Govt order No 277- F of 2016 dated 23.07.2016. "This amendment order speaks about revised powers of technical sanctions of estimates upto specified limits", sources said and added that the order delegates power for technical sanction to engineers. "The Chief Engineers has been delegated with full powers, Superintending Engineers upto Rs. 20 lac and Executive Engineers upto Rs. 10 lac. In the same Govt order Executive Engineers of REW has also empowered to sanction estimates upto Rs 10.00 lac", sources said and added prior to this the XEn REW has made numerous technical sanctions.
It clearly reveals from the said Govt order that Executive Engineers of REW were not empowered to sanction the estimates upto Rs 10 lac, but the sources told that the powers of sanction of estimates upto Rs 10 lac entrusted to Engineers of REW and order issued on 23rdDecember 2016, but the self-styled power full XEn has been using his own power without any Govt sanction
Sources in department said that during his unending over stay as XEn Jammu, he had issued technical sanction of several crores. "It is height of misappropriation, government should order an enquiry into the misdeed done the engineer", sources said and added that if independent probe into technical sanction made the engineer is done, it would exposed entire nexus, right from directorate to secretariat |
