Separatists have art of kicking up trouble over non-issues | | | Early Times Report Jammu, Dec 24: Kashmiri separatists have acquired the technique of making an issue out of non-issue. They lack patience for not waiting for Government clarification and are quick for giving calls for shutdown in Kashmir.What was the issue? These separatists feared that refugees from West Pakistan, living in Jammu for the last several years, some of them living since the partition of India, were being given state subject certificates. Separatists believed in rumours and others treated media reports as as true.as truth. When they gave a call for shutdown in the valley the Government was alarmed on the plea that there may be clashes between security forces and the protesters leading to injuries and casualties. Again peace would get derailed. These separatists have been crying sour over the plan of the Government to grant citizenship rights to the refugees from Pakistan on the ground that it would alter the demographic character of the state.Again a rumour.As false as a lie.Under the state subject law no outsider can be entitled to be given the status of citizenship of the state. These refugees from West Pakistan cannot take part in the Assembly elections.They can,however,take part in the Lok Sabha election.These refugees are not eligible or entitled to seek jobs in the state Government departments but there is no such restriction if they apply for jobs in the central Government offices,including Railways,paramilitary forces and the Armed forces. As far as the separatists hunch on changing the demographic character of the state is concerned it is false.These several thousand refugees cannot change the demographic character of the state if they are given state subject certificates because muslims constitute over 97 per cent population in Kashmir and it is more than 35 per cent in the region of Jammu.How can then a few thousand refugees from West Pakistan change the demographic character of the state ? In fact since these refugees have been living in the border belts of Kathua,Hiranagar and Samba they needed some identity cards which the security forces could see during search operations otherwise genuine refugees could be arrested as infiltrators.This is what the Government plans to do. The Government wants to grant identity cards to these refugees on security grounds because the border belts invariably are used as hideouts by the militants who infiltrate from across the LOC or the IB. As far as refugees from Pakistan Occupied Kashmir are concerned they are citizens of the state.What is amazing is that those refugees who migrated from west Pakistan in 1947 and settled in other states they do not face any problem of citizenship because there is no separate state subject law in those states. It is hoped that the separatists have faith in the Government clarification and this clarification has been given by the Education Minister,Naeem Akhtar,who has imbibed all Islamic values and offers five times Nimaz a day.Let people shun separatists who spread canards or vitiate the atmosphere in the valley on some non-issues.(EOM) |
