Early Times Report Jammu, Dec 24: Battling discrimination, KPS officers continue to suffer due to the alleged disparity in career progress scheme (new KPS rules) of J&K home department. As of now, they don't have assured career progression. A comprehensive review of the scheme reveals that many of the KPS officers are faced with stagnation as they continue to work in their respective grades for the past over a decade or so. Official sources said though the system of time bound release of grades was already in vogue in some government services in the state, it had surprisingly not been extended to the state services. "There are no guidelines for the career progression of KPS officers as a result of which they continue to suffer," the sources added. The home department too, upon perusal of the July 21, 2013 draft proposal of PHQ (No Estt/M-9/2013-38558 dated July 21, 2013), had sought certain clarifications from PHQ vide its October 26, 2015 letter No Home/PB-I/Gaz/122/2015/6027. The home department letter has also asked PHQ to indicate as to how telecommunication, prosecution and ministerial cadres would be dealt with while the career progression scheme of the officers of J&K Police (Gazetted) Service is processed. It has been alleged that cadres other than general cadre are altogether ignored while formulating career progression scheme (new KPS rules), ignoring the fact that KPS officers stand already notified vide SRO No 317 of August 23, 2002 in the official gazette in terms of Rule 3 of the J&K Police (Gazetted) Recruitment Rules 2002 and there can be no disparity among the cadres of the same service. "On one hand the home department, in a reply to an RTI application, has clarified that presently there is no State Police Service, on the other, it, in its website www.jkhome.nic.in, has displayed a list of Gazetted Officers of General Cadres as erroneously as state police officers (SPS) which is contrary to SRO 317," sources said. A cabinet sub-committee is also said to be considering the representations of the members of technical, prosecution and administration cadres of J&K Police (Gazetted) Service (KPS). |
