JAMMU, Nov 6: Even as the process for filing of nominations for the 2nd phase of polling for the Assembly elections to be held on December 2 will start tomorrow with the issuance of election notification, the Congress has failed to come out with its second list of candidates perhaps due to differences over the finalization of names. The delay on part of the Congress suggests that the party has not learnt a lesson from its worst ever performance in the last Lok Sabha elections as well as falling of its citadels in Maharashtra and Haryana where it faced a debacle in the recently held Assembly elections. With finalization of names of the Congress nominees for 72 Assembly constituencies particularly 18 segments, 9 each in Jammu and Kashmir provinces, for which polling is to be held on December 2, the prospective candidates are not able to campaign openly and aggressively as they are not sure whether they will get the party mandate or not. The party's dilly-dallying on finalization of candidates in Jammu region, which is considered to be its pocket borough, could hit its poll prospects in the province since time for filing nominations as well as campaigning period will automatically get reduced with the holdup in declaration of party nominees. "The prolonged decision to announce the party candidates is seemingly due to the difference of opinion among state leadership over some seats where clash of choices is getting in the way for the names to be cleared," said sources. Meanwhile, Spokesperson Pradesh Congress Committee (PCC) and MLC Ravinder Sharma when contacted informed Early Times that the declaration of second list comprising names of the party candidates will be made within couple of days. "Everything has been almost finalized and the list will be released within a day or two at least for the second phase if not for the rest of the phases….The list has not been released as yet strategically but it will be out any time now…It is not a delay but party's poll strategy," said Ravinder Sharma. It is pertinent to mention here that the last date of nomination for second phase will be November 14 and the scrutiny of forms will take place on November 15 while the last date fixed for withdrawal of nomination will be November 17. The Assembly constituencies for which the elections under second phase is going to be held include Gulabgarh, Gool-Arnas, Reasi, Udhampur, Chenani (SC), Ramnagar, Surankote, Mendhar and Poonch-Haveli in Jammu region while in Kashmir province the poll bound segments are Karnah, Kupwara, Lolab, Handwara, Langate, Noorabad, Kulagma, Homshalibugh and Devsar. |
