Jammu, Nov 6: Another skelton has tumbled out of SMVDU wherein an allegedly ineligible person- holding close allegiance with Vice Chancellor, Prof S K Jain- has been heading the department of Engineering, throwing rule book into the dustbin.
Vice Chancellor Prof. SK Jain, who hogged headlines, when he had openly criticized reservation to backward classes as enshrined in the Indian constitution, during a press conference at Jammu, has allegedly been flouting norms and adjusting his favourites on prime posts.
According to sources, the re-employment of Dr V Verma as professor in School of Biotechnology, was recently posted to Faculty of Engineering, SMVD University, in violation of procedure prescribed by UGC for re-employment of superannuated teachers.
"This is being seen as yet another case of favouritism in blatant violation of rules", they said, adding that UGC Model Guidelines for re-employment of superannuated teachers norm 5 -Principals to be followed - states that re-employment would be limited to 50 pc of vacancies of teachers at University Department remaining unfilled for at least one year.
"As school of Bio-technology (SBT) does not have two unfilled sanctioned posts on the date of submission of application by Dr Verma in March 2013, the processing of his case is clearly seen as violation of this UGC norm", the sources claimed and added that instead of following the rules Dr Verma himself allegedly forwarded his case to VC without any departmental recommendation.
"In other words, Dr Verma allegedly acted as a judge for his own cause. Under the guidelines for re-employment of superannuated teachers' norm 7-"Re-employment Procedure (e) to (h)" Prof Jain was under obligation to constitute Expert Committee for evaluating the proposal, comprising of VC (in the Chair), two subject experts, Dean of the Faculty and Head of the Department. In total, four members, excluding the chairman, have to be there," they added.
They said that the committee was to consider the full papers and call candidate for discussion if necessary before finalising its recommendation on the appointment.
"The recommendation and terms of appointment were to be placed before the Executive council of the University whose decision would have been final. Dr Verma on the very next day of attaining retirement age of 62 years on May 31, 2013, was re-employed on June 1, 2013 as Professor in School of Biotechnology without considering the outcome fact finding report ordered vide SMVDU/Adm/11/12250-54 Dated March 23, 2011 pertaining to Dr. Verma as Dean College Of Sciences, Director SBT and Coordinator BIF", they added.
Sources said that there were other faculty members with engineering background and Ph.D. working in College of Engineering, but interestingly, Prof Jain ignored them and re-employed a non-engineering person.
"In the same University if Assistant Professor (15600-39100 AGP 8000) can work under the administrative control of lecturers (15600-39100 AGP 6000) as officiating Head of Department/Director then why Dr Verma cannot work under any other in-service regular faculty member irrespective of his/her being Lecturer/Assistant Professor/Associate Professor occupying the post of Director SBT or Dean FOE", they added.
A few years back another faculty member, Prof M L Garg soon after retirement and re-employment in School of Computer Science and Engineering was not even allowed to officiate as Director/HoD of the School at SMVDU.
Dr Verma has been allowed to draw full pay in the grade in 37400-67000 GP 10000 along with simultaneous receipt of pension from the government exchequer on account of his being employee of HIM (former RRL) Jammu till May 2007. |
