Despite liability of NREGA workers, RDD purchases Inter lock tiles

Kathua, Mar 7 : Several developmental works under MGNERGA have been put on hold for lack of funds and liability of NREGA workers and contractors which is believed to be in crores.
Amid this crisis, the Assstant Commissioner Development, ACD Kathua Tilak Raj is busy in purchasing huge number of Inter-lock tiles at high rate and dumping in different BDO offices in District Kathua.
Sarpanchs, Panchs and workers under NREGA scheme seek their pending wages from the Rural Development Department but all in vain.
The matter came to surface when Kant Kumar, Sarpanch Kota raised the issue of dumping of inter-lock tiles before media and sought an inquiry.
While interacting with the media, Kant alleged on ACD to unnecessary purchasing of tiles from Bishnah and Jammu for those works which are not finalized or planned. He informed that the previous ACD purchased the tiles at Rs 14 per tile when the works were finalized but present ACD has purchased large number of tiles at Rs 22 per tile from Private industries of Jammu and Bishnah for unplanned/ uninitialized projects.
Kant said Rural Development Department, RDD, has to pay liability to the tune of Rs 5.50 crore to poor laborers who worked under NREGA and contractors who spent huge amount to complete different projects but department is busy in earning money through commission.
Kant threatened to raise the issue before Member of Parliament and Honorable Chief Minister of J&K. He said Former Rural Development Minister Ali Mohammad Sagar once issued instructions to RDD and GAD ordered that the materials being used for different developmental projects should be purchased through Panchayat bodies. He alleged on ACD Kathua to revoke such Government order to implement in District Kathua.
When contacted to ACD Kathua, Tilak Raj, denied all allegations. Despite having the knowledge of huge dumping of Interlock files in BDO Offices, he denied the reports. He said department has never purchased without requirement. He was mum on liabilities and wages being given to laborers and contractors.
GN Balwan, Director RDD Jammu, said the department never purchases any material without sanctioned of projects. He said his office has already forbid purchasing any material without sanction or planned projects. He ensured to inquiry the menace if such non- compliance has been done by any of the officers.
