Contractors protest for non release of payments, ` 8 Cr liabilities in Kishtwar | Litmus test for MoS R&B | | Asif Iqbal Naik

Jammu, Mar 7 : The contractors working with Roads and Building Department in Kishtwar District today held a strong protest led by Joint Action Committee Contractors Association District Kishtwar against non release of their pending payments and block the National Highway outside Deputy Commissioner's office. The protestors led by Tanveer Ahmed Mintoo were raising slogans in support of demands of releasing the pending liability bills, beside demanded to bring an end to corruption of commission on release of funds. Kishtwar is the home of Minister of State for R&B Sunil Kumar Sharma. Later the agitating contractors held a meeting with Deputy Commissioner who assured them that all the pending liabilities will be cleared in next 10 days. Shakir Hussain Siddiqui, Payrare Lal Shan, Shakeel Ahmed Dev, Niser Baghwan and several others addressed the protest and condemn the department for delay in releasing the pending liabilities. While talking to Early Times, Tanveer Ahmed Mintoo said that the contractors are facing lot of problems due to non availability of cash in treasuries as department fails to release the pending amount to the concern treasury as a result of which the payment cheques fail to cash in. He said that more than Rs. 8 crore bills are pending at District Treasury. He said that the corruption is ruling the roast and 10% amount is being demanded for the release of funds and demanded to bring an immediate end to this practice henceforth. He said that in addition to Rs. 8 Crore pending bills, bills worth several crores are yet to be submitted for clearance, thus adding to the miseries of contractor community. Reacting to the protest of the contractors Minister of State for R& B Sunil Kumar Sharma said that he had taken the note of the demands and issues raised by the contractors, added that he had discussed the issue with concern officers for early address of the issue. He said that the prime focus of the BJP-PDP government is the development as well as to weed out the corruption at grass root level. He said that necessary action will be initiated against the officials found involved in promoting the corruption. Meanwhile the Minister also held a detail review of 32 KM Gulabgard-Machail road with the contractor Kuldeep Kumar in presence of Chief Engineer PMGSY Mr. Gurkha and issued necessary directions with regard to bring an end to dispute between the two parties result into court stay. Sunil Sharma also talks to stay administrating party who agreed to withdraw the case from the honorable High Court. The contractor was asked to start the work with immediate effect as soon as the court related matter could be addressed. Minister also directed the Chief Engineer and other officials to visit the disputed spot so that the justice could be done with aggrieved party. It is pertinent to mention that 32 KM Gulbagard-Machail Road will be constructed at an estimated cost of Rs. 13 crore under PMGSY and will help to facilitate the smooth pilgrimage to famous historic Mata Chandu temple Machail in Padder where more than 3 lac pilgrims visited every year. With the completion of 32 KM road, the annual yatra will get boost up to 10 lakh per year. |
