| Vigilance starts investigation in multi-crore social welfare scam | | Payments were made before supply of items | | ET Impact

Jammu, May 11: Vigilance Organisation ultimately has started investigation in multi-crores scam in Social Welfare department of Samba district. It was first Early Times which had first exposed this scam in its March 16, 2015 edition. Authorities have picked some of the samples of nutrition items supplied by some firms but they have not started investigation how concerned officers have purchased non-nutrition items on much higher rates as compared to the market prices. Market price of a toy purchased by the department is Rs 14 to Rs 18 but concerned officers have purchased it a rate of Rs 65 to Rs 80..that too direct from a company which is debarred by the making direct supply. Similarly market price of ball is Rs 5 to Rs 8 but it has been purchased at a cost of Rs 35 to Rs 38. Credible sources said that not only supply was made in much higher rates but payment was made to the supplier much before the supply was made. In some items payment has already been made but these items are yet to be reached to the destinations. Early Times in its March 16 edition had reported that Social Welfare Department of Jammu province had started the process of purchasing non-nutrition items through a firm namely National Cooperative Consumer Federation (NCCF)-the firm which is not authorised to supply items directly. As per a government circular order No NOFD/VIVII/11C57/SICOP/98, dated 08-07-2002, no government department can do direct purchase from NCCF. Furthermore as per court order dated 12-6-2014, government has been directed to comply circular to ensure streamlining of the system. It was reported that some officers of the department, who have patronage of previous government, have been trying to hoodwink the new regime. Social Welfare Department Jammu has a fund of over Rs 8 crore and the department has decided to make these purchasing through NCCF, which is not eligible to make direct purchasing. |
