GAD 'fails' to disengage re-employed officials | Influential stick to their chairs, only a few shown door | | Fazal Khan ET Report srinagar, May 11: Despite Chief Minister Mufti Mohammad Sayeed asking the General Administration Department (GAD) to terminate the services of all such persons who were either re-employed or given extension by the erstwhile National Conference-Congress regime, many old horses are still holding the top posts as the Chief Minister's order has not been implemented in letter and spirit, sources told Early Times on Monday. Soon after the Chief Minister Mufti Mohammad Sayeed assumed office in the second week of March this year the General Administration Department (GAD) issued an order No. 384-GAD of 2015 Dated 17-03-2015 titled as "Termination of re-employment/re-engagement in the Government Departments/Public Sector Undertakings/Boards/Autonomous Bodies." "All the re-employment orders issued by various Government Departments are revoked with immediate effect" read the order issued by GAD through Asgar Hussain Additional Secretary to the Government General Administration Department. "Engagements / arrangements made by the different Departments/Public Sector Undertakings/ Boards / Autonomous Bodies under any scheme against any sanctioned posts without any selection procedure, even on contractual basis, shall also cease to exist with immediate effect," the order stated. An official spokesman had claimed: "The decision was taken to rid the state from the scourge of nepotism and rejuvenate administration." Sources said that previous regime led by National Conference had re-employed and had extended services of more than 200 top officials. "A few officials were sacked after the GAD issued the order to terminate the dead wood but many re-employed officials managed to stick to their chairs," they added. An insider revealed that people with "good connections" have managed to use their influence and stay put at their places of postings. "The Chief Minister's order has been implemented in a selective way," he added. Sources said that matter was brought into the notice of the Chief Minister Mufti Mohammad Sayeed recently and he (Mufti), according to the sources, took a serious note of the laxity on the part of GAD. "The Chief Minister has asked the GAD to prepare a list of the officials who were re-employed by the previous regime and the ones whose employments were terminated after his order," they added. Insiders revealed that most officials who are sticking to their chairs enjoy political patronage and have managed to convenience their political bosses that they be allowed to continue till their extended tenure gets over. "May be all the re-employed officials were not shown the door but the order has led to no one seeking extension or the re-employment as it had become a norm," he added. Sources said that soon after the GAD prepares the list of the officials who are still in the chair there is possibility of they being disengaged forthwith. "The Chief Minister is keen on giving upcoming officers a chance and wants to ensure that deadwood is cleared to pave the way for young officers to come forward and lead from the front," the source added. A critic while talking to Early Times said: "If Mufti fails to get his order implemented it would send a wrong signal. The Chief Minister should ensure that GAD implements his order so that no one takes his directions lightly." |
