Blue eyed promoted without specifying number of vacant post of Associate Professors | VC SMVDU bends norms, elevates 7 Assistant Professors | | Avinash Azad Early Times Report Jammu, May 11: Altering laid norms, the Vice Chancellor, Shri Mata Vaishno Devi University Katra elevated his close Assistant Professors, as Associate Professor in refuge of direct recruitment advertisement that was floated last year, without specifying the number of vacancies of Associate Professors. Sources told Early Times that the final selection was limited exactly to predetermined number of in-service teachers only, for whose cases VC was personally interested. "After All India Competition for the posts of Associate Professor in respective disciplines in SMVD University, only seven SMVDU employees were found suitable by the Selection Committee headed by Vice Chancellor Prof. S.K. Jain to fill up the vacancies of Associate Professor in University, whose result were recently put up in public domain. This exercise has yielded no good results to the students as the number of teachers in University remained same as was before the appointment of Associate Professors. Had some candidates from outside been appointed, the faculty strength would have gone up but only in-service teachers have been appointed as Associate Professors. The exercise clearly aimed at benefiting the teachers financially, not in the welfare of the students as faculty strength remained the same. Adopting such approach VC Prof. SK Jain least bothered to adhere to the rules regulations and guidelines respectively in certain cases that have been violated brazenly. It is worth mentioning here that Prof Jain himself too is not eligible to hold the post of Vice Chancellor in University under UGC regulations as he lacks 10 years experience as Professor, which is mandatory under rules. "Sanctioned strength of Professor/Associate Professor for the School of Business under College of Management was three out of which one was already occupied by Prof. D. Mukhopadhay. With remaining two vacant posts of Professor/Associate Professor, the Vice Chancellor proceeded to appoint three Associate Professors in School of Business for reasons best known to him that too only those close to him working already in College of Management", sources said. They further said that Prof. Jain had failed to adhere to All India Council for Technical Education (AICTE) norms for faculty recruitment whose approval SMVD University seeks every year for recognition of its Engineering and Business Management courses. VC as head of the University is under obligation to follow norms as directed by the AICTE yearly while according approval to various Engineering and Management courses respectively. Even candidate elevated by the VC in School of Biotechnology as Associate Professor is not eligible under UGC Regulation-2010 as she lags "Masters Degree and Ph.D. in Applied Biological Sciences or "M. Tech and Ph.D. in Biotechnology Engineering". "In some cases VC has violated the dictum of rule position laid down by the Supreme Court of India in its landmark judgment holding that "When in addition to qualification, experience is prescribed, it would only mean acquiring experience after obtaining the necessary qualification and not before obtaining such qualification", as some candidates elevated by VC lack 08 years of experience after the date of acquiring Ph.D. respectively", they added. Prof. Jain has till date not implemented the UGC re-designation norms-2010 that implies automatic placing of AP (before 6th PC) in pay grade 12000-18300 to pay band 37400-67000 AGP 10000 after the completion of three years of service by the incumbent AP and their re-designation as Associate Professors. On contrary Prof. Jain evolved circular SMVDU/Adm/Estt./13/2960-61 dated 25-11-2013 containing self proclaimed impediment of 12 years for promotion of incumbent AP that is not at all prevalent anywhere in India in such context without prior re-designation of existing APs (Readers). Prof. S.K. Jain's Circular SMVDU/Adm/Estt./13/2960-61 dated 25-11-2013 has been challenged by two faculty members one AP from School of Physics and other AP from Computer Science in the state High Court few months back. |
