Solar lights struck amidst administrative inertia, political short sightedness | | | Asif Iqbal Naik

Kishtwar, June 23: District administration Kishtwar, allegedly at the behest of some political workers belonging to ruling party has reportedly diverted about 1500 solar lights reserved beneficiaries residing in Municipal limits of Kishtwar town and its adjoining areas. The sources informed the "Early Times" that in addition to 20000 solar lights worth approximately Rs. 56 Cr, 3000 solar lights were sanctioned for Kishtwar town by previous National Conference-Congress government, added that out of these 3000 solar lights, District administration Kishtwar distributed about 1500 solar lights among the political activists of ruling coalition partner in Nagsini area in violation of the rules and regulation. The sources said that with increasing political pressure, district administration is now planning to distribute the remaining 1500 solar lights to politically influential persons at the cost of real beneficiaries who were to be identified among 13 wards of the Municipal Committee Kishtwar. The move of ACR Kishtwar is in defiance of DC Kishtwar who had duly authenticated the list of beneficiaries submitted to him (DC Kishtwar) by Sarpanches, Panches and public representatives. While talking to "Early Times" several Sarpanches from Marwah, warwan, Dachhan, Padder and other areas of Kishtwar District termed the stopping of distribution of solar lights by Assistant Commissioner Revenue Kishtwar as politically motivated, added that the solar lights are being distributed as per the list authenticated by Deputy Commissioner Kishtwar. As per the letter available with "Early Times", ACR Kishtwar Dr. Khalid Malik vide his order No. ACR/K/2015/560 dated 10-06-2015 addressed to District officer JKEDA Doda/Kishtwar to stop immediate distribution of Solar Light and asked him to submit the list of the beneficiaries in his office on or before 15-06-2015, but even after nearly two weeks, distribution of these solar lights has not been revoked. Sarpanches presently camping at Kishtwar are feeling harassed due to delaying tactics as they rue that after 2 weeks ACR Kishtwar failed to constitute the verification team so that the distribution of solar lights could be started .. As per the details available with "Early Times", government of India sanctioned 12500 solar lights for Kishtwar constituency and 8000 for Inderwal Constituency at subsidized rates for bad pocket areas including the partially electrified and un-electrified areas and the responsibility of the distribution of these solar lights has been entrusted to JKEDA, but even after dumping of these solar lights by the JKEDA nearly seven months ago, these solar lights are yet to be fully distributed . It is pertinent to mention that as per the agreement of state government with government of India, each beneficiary will have to pay Rs.750 for the each solar kit that comprises of one large size battery, solar plate and two bulbs against the cost of approximately Rs.27000/, while the remaining amount comprises of CDF funds contributed by former MLA Kishtwar Sajjad Ahmed Kichloo (Now MLC) and MLA Inderwal Ghulam Mohammad Saroori and the subsidy (Approximately 90%) which is around Rs. 56 Cr given by the government. |
