| PHE deptt observes Govt order in breach, regularizes only 3 on 'selective' basis | | Regularization of contractual workers with over 7 years of service | | Early Times Report
Jammu, June 23: Having remained in controversies during the previous NC-Congress regime for scores of reasons, PHE and Irrigation Department has made itself conspicuous itself for one negative cause, rather intention. This is the only department which has not only defied the government order but an Act properly enacted during the erstwhile coalition with regard of regularization of adhoc/consolidated daily wagers who have completed 7 years of service, thanks to whimsical administrative officials at the helm who are deliberately stalling the cases and delaying justice with scores of deserving adhoc based employees.
Sources said the order issued by the NC-Congress government ahead of elections in the state has been widely promulgated in almost all the departments following directions from the Empowered Committee but it has been observed in breach by the PHE department. The government has constituted Empowered panel for shortlisting the deserving consolidated contractual workers after verification process. Pertinently this panel with experts on board considers the cases which are referred by the parent departments as having completed more than 7 years of service as temporary workers, sources said, adding while most of the departments where these workers were engaged for years have done their work and regularized the deserving lot, PHE department babus are becoming stumbling blocks for unfortunate counterparts engaged over the years.
Sources further said there is no valid reason for creating hurdles in this process yet the authorities at the helm in Secretariat are hell bent in making unnecessary queries even as the concerned Chief Engineers have repeatedly answered and replied to those queries in favour of contractual workers who have spent their lives working that capacity and order. Even GAD issued a circular to PHE authorities seeking urgent action in the matter besides asking reasons for making delay in regularization of the workers. What has confirmed deliberate inaction on part of the authorities at the helm is the fact that only 3-4 casual workers have been regularised on selective basis in the PHE department and they are those having strong political recommendations or influence in power corridors, sources further said.
Scores of others whose cases have become overdue for regularization are facing what they see as harassment at the hands of authorities who are stalling their cases without any valid reason. When Choudhary Sukhnandan of BJP took over reins as minister of the Department, the contractual workers who have been waiting for regularization thought justice is only a matter of time now and that good days had come for them like what the BJP as a party had foreseen for the country before taking over the reins of power at Centre. Howeevr, nothing of the sort happened till date and delay at present is being attributed to new Secretary of the department, sources said. Seeing no hope of action, a non political organisation has pleaded their cause with highest forums of the country -from President to Prime Minister besides Chief Minister's office in the state. |
