J&K Govt allowed irrigation canals to turn into sewerage drains: CAG | 'Unauthorised works allotted to persons in I&FC deptt' | | Early Times Report
Srinagar, June 23: The Comptroller and Auditor General of India (CAG) has revealed that irrigation canals in J&K were allowed by the government to turn into sewerage drains, while out of 411.76 lakh hectares of land only 3.42 lakh was irrigated. In its report, the CAG said that out of 770 irrigation schemes, 653 which were estimated to cost Rs 2089.45 crores were due for completion by March 2014, but only 407 schemes were completed. "Program implementation of the irrigation schemes was weak due to the non-completion of 77 schemes costing Rs 341.56 crore, irregular selection of 93 schemes, unfavorable cost benefit ratio in 18 completed schemes and time overrun by one to seven years in 337 schemes," the report says. Cases of irregular execution of works to the extent of Rs 5.81 crore, diversion of funds of 1.97 crore, unadjusted material at site accounts valuing 9.85 crore and flow of polluted water into canals were noticed in the department of Irrigation and Flood Control, it says. The report mentions that under environmental protection rules 1986, the department was required to take measures for prevention of discharge of untreated sewage water into irrigation canals. Audit scrutiny, however, didn't find any evidence of steps taken in this regard by the executing divisions though pointed out during previous review also. The audit team during joint visit found out sewerage flowed in several irrigation canals of J&K and many were converted into drains. The CAG report also mentions that garbage was also found lying in the irrigation canals without any check from the department. Also, scores of unauthorized works have been allotted to the persons in the department due to which the standard of working got undermined. |
