Arun Singh Early Times Report Jammu, Aug 11: Although government of India has launched the Skill Development Mission (SDM) to make India a hub of skilled manpower, in J&K state the mission's progress report is disappointing. To keep a track on the information about financial position and effective monitoring and evaluation of all projects going under the SDM, the Management Information System (MIS) has to be executed by the state Labour and Employment Department. But due to aphetic attitude of the department the project could not be completed. "Despite liberal funding from the Centre to set up the MIS, the department concerned failed to execute the project due to unknown reasons," sources told Early Times. They said the project was expected to be operational within six months from its commencement. For this purpose, an amount of Rs 53.99 lakh was sanctioned in 2010-12 in two installments. Out of it, the Centre's share was 75 percent and the amount was meant for procurement of computers and other gadgetry. "It was seen that despite receiving Rs 41. 30 lakh-Rs 33.05 from the Centre and Rs 8.25 lakh from the state government during 2012-14-the department belatedly utilized Rs 33.33 lakh on procurement of computers, resulting in non-implementation of MIS," sources said. Referring to other ongoing schemes, sources said the department has shown dismal performance in executing them too. The projects include: Vocational Training Improvement Project, Women Entrepreneurship Programme, Voluntary Service Allowance Scheme, Seed Capital Fund Scheme, Jammu and Kashmir Self Employment Scheme, Jammu and State Overseas Employment Corporation, Jammu and Kashmir Entrepreneurship Development Institute, District Employment Exchanges and Counseling Centers, Skill Development and Employment Generation For Unemployed Youth. |
