G S Asgotra Early Times Report Jammu, Aug 11: It is becoming clear that former controversial Vice-Chancellor of Shri Mata Vaishno Devi University (SMVDU), Professor NK Bansal had left no stone unturned to appoint his favourite candidates in violation of the norms set by the University Grant Commission (UGC). For example, Prof Bansal had appointed a librarian Subarto Rao who had only seven-year experience as a deputy librarian. "All shortlisted candidates, who were more experience than Rao, were dropped," sources told Early Times. For the post of librarian, the UGC norms say an applicant should have at least 13-year experience as deputy librarian at university level and at least 18-year experience at college level. "But Rao have had only seven-year experience as deputy librarian at National Institute of Pharmaceutical Education and Research (NIPER), Mohali," said sources. Here is what UGC norms for librarian's post say: "A Master's Degree in Library Science/Information Science/documentation with at least 55% marks or its equivalent grade of B in the UGC seven points scale and consistently good academic record set out in these Regulations. At least 13 years as a deputy librarian in a university library or 18-year experience as a college librarian. Evidence of innovative library service and organization of published work. And desirable: A. M.Phil./Ph.D in library science/information science /documentation/achieves and manuscript-keeping". When contacted by Early Times for comment, Vice Chancellor Prof SK Jain and Registrar Ajay Khajuria refused to speak on the illegal appointment of the librarian. |
