Who cares? Govt vehicles violating Apex Court directions, ply without 'HSEP'

Kathua, Aug 11: Time and again various politicians have reiterated that J&K has 'special status' and taking advantage of this (special status), the majority of government vehicles in Kathua district are seen plying without mandatory High Security Existence Plates (HSEP) in violation to the direction from Supreme Court of India. According to official sources, failure of Motor Vehicle Department (MVD) Kathua as many as 80% of Government vehicles including Ambulance, Police patrolling and even vehicles used by top brass Police officers, DDC or Ministers in JK Assembly are running without HSEP. A million dollar question here arises how can authorities impose fine on private vehicles when law makers/ bureaucrats openly violate the direction of Supreme Court of India? Sheikh Nazir, RTO Lakhanpur while talking to media persons said, "Supreme Court has issued direction in this regard and also underlined that MVD Act that authorizes to seize such vehicles without HSEPs. He said all these vehicles can be seized under MVD Act 207 but who will bell the cat? Nazir said HSEP has been installed only on 5500 vehicles in district Kathua while the rest of vehicles in district are running in violations of MVD Act. RTO Kathua further said all Tehsildars have powers to seize such vehicles even of government vehicles. He said MVD needs directions from State government and Chief Secretary to seize such vehicles being used by the 'law makers or babus.' He further said 400 Registration Certificate RCs are pending with the RTO office at Lakhanpur for few years and still to approach the office for release of such RCs.. Nazir said 550 driving licenses are still with the department for long but nobody cares and commuters drive without driving license. RTO Lakhanpur appealed all bureaucrats, politicians and locals to install HSEP and also appealed locals to collect their driving licenses and RCs within 15 days otherwise all will be cancelled thereafter.
