Nominated as inquiry officer, Director land records become accomplice in crime | Nexus between revenue officials, land mafia exposed | | Sumit Sharma Early Times Report JAMMU, Aug 11: Connivance of the Regional Director Land Record Jammu has come to the fore in a case of disposing off state land illegally in nexus with notorious land mafia, wherein Tehsildar Jammu, Patwari, Girdawar along with six other persons were booked. The Regional Director, Survey and Land Records, Jammu Rajesh Kumar was entrusted with the inquiry by the Dy. Commissioner, Jammu to fix the responsibility of the guilty revenue officials so that the prima facie nexus wherein the State land as well as private land was being illegally disposed off dishonestly and fraudulently, but instead of conducting the inquiry, the inquiry officer joined hands with the revenue officials and land grabbers and accordingly booked u/s 420, 467, 468, 471, 120-B RPC r/w Section 5(2) P.C Act Svt. 2006. Rajesh Kumar, who was directed to conduct the inquiry by DC Jammu vide No. DCJJP.R~/13-14/225-21, in order to hush up the issue and shield the revenue officials misused his official position which caused wrongful gains to land grabbers and loss to the state exchequer worth lakhs. The alleged nexus came to light when Crime Branch, Jammu received the complaint to the effect that illegal and fraudulent fard-e-lntekhabs have been issued in respect of state land falling under Khasra Nos. 553 to 557 and Khasra No. 563 of village Channi Himmat, Jammu by the revenue officials Patwari Taj Mohammad, Girdawar Fida Hussain, Naib Tehsildar/Tehsildar Territorial, Jammu and Regional Director, Land Records, Jammu Rajesh Kumar in connivance with the land grabbers namely Sultan Mohammad s/o Manji, Bagh Ali s/o Gh. Mohammad and Yaqoob Mohammad s/o Noor. On the receipt of this information an inquiry was initiated in Crime Branch, Jammu and during the course of inquiry it was found that Patwari Halqa Channi Himmat namely Taj Mohammad, in furtherance of a criminal conspiracy with the accused land grabbers namely Sultan Mohammad s/o Manji, Bagh Ali s/o Gh. Mohammad and Yaqoob Mohammad s/o Noor, issued a fraudulent fard-e-Intikhab of the land measuring more than eight marlas belonging to one Amit Mahajan and his brother, in favour of Sultan Mohammad dishonestly by reflecting this land in Khasra No. 556 on the fard-e-Intikhab of village Channi Hirnmat, whereas the said land was under Khasra number 372 of village Sunjwan, Jammu. This illegal and fraudulent fard-e-Intikhab was checked and verified by the Girdawar Fida Hussain (now ousted by government) on the same day and then 'attested by the Naib Tehsildar and countersigned by Tehsildar. On the basis of this fraudulent fard-e-Intikhab, the land was illegally registered through a sale deed in the Court of law and further mutated in the name of one Mohammad Kesh s/o Mohammad Ramzan. |
