R&B Minister builds 'castles' in air, claims to macadamize roads despite huge material shortage | Hundreds of metric tonnes of bitumen get leaked, damaged | | Jehangir Rashid Early Times Report SRINAGAR, Aug 11: Roads and Buildings (R&B) Minister Syed Mohammad Altaf Bukhari is building castles in the air by claiming that roads across the state would be macadamized despite the fact that there remains a huge gap vis-à-vis demand and supply of the macadam that in technical terms is known as bitumen. To make matters worse, Deputy Director, Stores Procurement Department has shot a letter to Station House Officer, Pampore asking him to register a First Information Report (FIR) following the surfacing of the revelations that there is a significant decrease in the book balance and physical balance of bitumen VG-10. "As reported by Assistant Director (Civil) SPD Pampore and as physically verified by the undersigned, 'prima facie', I am of the opinion there is significant difference in the book balance and physical balance of bitumen VG-10," writes Deputy Director, Stores Procurement Department, Pampore Kashmir in his correspondence under correspondence number DDP/Esst/2015/590-93 dated 11-08-2015. Further in the correspondence, Deputy Director, Stores Procurement Department writes that preliminary investigation conducted by the department revealed that there is something wrong which has resulted in the shortage of material. The official has said that an FIR be lodged in the case and thorough investigation should be conducted. Today's development comes after yesterday's order of Chief Engineer/Director Stores Procurement Department, Jammu & Kashmir (Jammu) under which directions have been issued to the Deputy Director, Stores Procurement Department to take immediate and necessary action with regard to the 'fiasco' surrounding supply of bitumen VG-10. "With reference to the above mentioned subject, you are hereby directed to take immediate necessary action as warranted under rules under intimation to this office," wrote Chief Engineer/Director Stores Procurement Department, Jammu & Kashmir (Jammu) under correspondence number 689-91 dated 10-08-2015. The subject in question in the correspondence is stock position of bitumen VG-10. Some five days back Deputy Director, Stores Procurement Department wrote a letter to Joint Director, Stores Procurement Department, Srinagar in which it has been mentioned that lot of drums of bitumen are leaking and are in damaged position and are non-issuable. "The opening balance of bitumen VG-10 as on 05-08-2015 was 917.00 MTS (metric tonnes) and 183 MTS were issued to various divisions of R & B department Kashmir on 05-08-2015, leaving a closing balance of 734 MTS as on 05-08-2015. It is in place to mention here that permits for 1194 MTS have already been issued against which 740 MTS are still pending," writes Deputy Director, Stores Procurement Department in his correspondence under correspondence number 565-67 dated 06-08-2015. The official in the correspondence further writes, "During inspection of the stock yard it has been observed that lots of drums of bitumen are leaking and are in damaged position, and are non-issuable. Huge quantities of bitumen spilled out of drums, and is scattered in the entire yard. It is to inform you that physical verification of the bitumen was done in the year 2013-14 and was completed on 31-12-2013." Deputy Director, Stores Procurement Department in the correspondence writes that physical verification officer be nominated for conducting the physical verification of the stock bitumen, so that the actual amount of leakages/ damage is assessed. He made the request that matter of procurement of at least 6000 MTS of bitumen in addition to the already ordered quantity be taken up with Chief Engineer/Director Stores Procurement Department, Jammu & Kashmir (Jammu) on war-footing basis |
