Promotion Sham: Education Minister's urged to intervene, name black sheep

Doda Aug 10: After the exposure of promotion of 1193 Teachers as Masters, mostly on the basis of fake and unrecognised degrees, the Directorate of School Education Jammu is alleged to be delaying the information to the State Vigilance Organisation (SVO) related to names of such promotes and their respective heads including the Chief Education Officers (CEOs) and Zonal Edu. Officers (ZEOs) who verified and entered their degrees on service books. According to members of teaching fraternity Doda, soon after the exposure started a preliminary inquiry into the scam with focus on the perpetrators, who had facilitated the promotions on fake degrees .However, despite series of reminders to Director Education Jammu vide lettern umber Veri-©-20/2014-6125 dtd 21st April 2015 and Director Education's reminders to CEOs of Jammu,Doda Kathua, Samba, Rajouri and Poonch vide numbers DSEJ/NG/M/Vig/2071-77 dtd 7th May2015 and DSEJ/NG/M/73369-75 dtd 30th May, 2016, no information was shared with the SVO.
However taking cognizance in this regard on 14th May, 2015, the then Director Education Simrandeep Singh had even written a time bound letter to all the CEO's to provide information regarding place of posting of the promotees and their paygrades, despite the orders with regard to promotions having been kept in abeyance.The then DSE Mr Singh also had sought the copies of their service books and B.Ed degrees duly attested by the concerned drawing and disbursing officers. Here it needs to mention that the then Director School Education Jammu vide No SEJ/NG/M/Prom./ 7255/681 dtd 11th February 2014, atleast 1193 teachers were promoted as Masters. "Of these over 450 teachers were promoted on the basis of B.Ed degrees obtained from distance-mode of unrecognized universities and their illegal study centres particularly from Jamia Urdu Aligarh (UP). Meanwhile sources added that the credentials of the Jamia Urdu Aligarh (UP) came to question when Rajouri Police conducted a raid during the examination on 28th December 2013 when thirteen candidates, all government teachers appearing for examination were nabbed. Pertinently the University of Jammu vide its letter NoPIO/JU/14/10933 dated 30th March 2014 had clearly stated that "Jamia Urdu Aligarh (UP) is neither recognised by UGC nor affiliated to DEC "This university is also not the Member of Association ( AIU ) of Indian Universities, New Delhi." This information was received in response to RTI application. Surprisingly records also revealed that some teachers were promoted as masters on BEd degrees from PRIST University, Tamil Nadu, MDV Rohtak University, Maghad University, Kota Raja University, Rajasthan, Ruhlekhand University, Gulburga University, Gujarat, HSS Paryog University, Gurukul Mathra University, BSP University, UP , and Jamia Urdu Aligarh which are neither regcognisrd by UGC nor any Board and universities and their study centers. Members of teacher fraternity said the genuine teachers have seen a ray of hope through the initiative from Education minister on whose direction authorities has ordered to verify the degrees of ReT Teachers and urged him to intervene in this regard and make the names of black sheep public Ramesh Manhas sarpanch Bhallra, Rakesh charak sarpanch Sunar thawa chiralla Sudhershan kumar , Gh Hassan and others demand personal intervention of Edu. Minister to issue the direction to concerned higher authorities to identify these black sheep's from the education department who are looting the state treasure day by day.
