Increase job avenues to check terror outfit recruitment drive | | | Government and the senior functionaries of security agencies are worried over reports suggesting that terror outfits,especially Lashkar-i-Toiba,have started a fresh recruitment drive in order to resolve the pinch of manpower shortage.Reports have indicated that militants, operating in Jammu and Kashmir, especially in the valley,have been experiencing shortage of man power after the Army and the BSF foiled series infiltration bids by militants from across the border. In order to make up for the man power shortage a number of militant outfits have intensified their recruitment drive which has found response from educated youth.And what seems to have become convenient for the youth in the valley to join militant outfit is the revised training programme. According to these reports,all fresh recruits were being imparted arms training in make-shift camps in far-flung and hilly areas of the state.It is in this connection the union Home Ministry is said to have asked senior functionaries of state and central intelligence agencies to streamline their working so that these agencies were able to identify those militants who had launched recruitment drive and those engaged in imparting arms training in local camps. Once these make-shift arms training camps were identified alongwith those incharge of recruitment action could be initiated against them by arresting all of them.According to these reports,educated youth were being lured to join militant outfits after they are assured of lucrative financial package. It is in this context that senior functionaries of the Army have suggested to the state and the central Governments to increase job avenues for the educated youth so that they were not lured to join terror outfits.In this connection the Government has been suggested to review reports which suggest that a lar ge number of educated youth were ready to join either the Army or the paramilitary forces or the police in order to escape being made the target for recruitment in terror outfits by militants. Less than a month ago more than 300 educated youth from Jammu and Kashmir passed out the Regimental Centre in Srinagar so as to join the J&K Light Infantry. It is mandatory for the central Government to organize recruitment drive by the Army,the police and the paramilitary forces in Jammu and Kashmir on a large scale.Already the central Government has accorded its sanction to the J&K Government to raise five additional police battalions which could allow over 5,000 educated boys in Jammu and Kashmir to join the police thereby making them able to fight hunger and poverty.But giving sanction to raising five new police battalions is not enough to resolve the problem of unemployment. In this context the central Government has been suggested to increase reservation for educated youth in Jammu and Kashmir in the Armed Forces and paramilitary forces with instructions that these agencies should make recruitment drive biannual phenomenon in the state. Reports said that senior functionaries of the Army have conveyed to the state and the central Governments that there was need for removing alienation of educated youth in Jammu and Kashmir which was possible if job avenues in the state were increased. This could be possible if the central Government and the central Public sector undertakings made heavy investment in the sector of industry in Jammu and Kashmir.As far as the Government investment in the industry sector in Jammu and Kashmir is concerned it has been very low and poor during the last over two decades. Hence Prime Minister Narendra Modi should encourage public sector undertakings and the leading private industrialists to invest in the sector of industry in jammu and Kashmir.Once it was done it could open new and enlarged job avenues for the educated youth forcing them to reject being lured by terror outfits.In addition to this the central Government should allow the state Government to raise five additional police battalions every year. Also there was need for introducing rehabilitation package for those several hundred Kashmiri boys who had crossed the LoC to get arms training and weapons in camps in Pakistan and occupied Kashmir because these boys are keen to shun weapons to join the national mainstream. Why it was necessary ? It was needed because agencies across the LoC were trying to use these very boys for raising the level of violence in Kashmir after they get a chance to sneak into the valley. |
