Anger over baseless issue

Notwithstanding the fact that the PDP-BJP coalition Government has made it clear that the proposed Sainik colony in the outskirts of Srinagar district was not meant for settling non-state subjects in Kashmir,opposition mainstream political parties and the separatists have started voicing their anger against the plan. Well there are several thousand people belonging to Jammu and Kashmir, to be specific there are several thousand permanent residents of Jammu and Kashmir state who are or who have been working in the Armed forces and the paramilitary forces. If the Government has a plan for setting up one sainik colony it is for those state subjects who have retired from the Armed forces and the paramilitary forces and for those who will turn into ex-servicemen. It is the duty of the state Government to rehabilitate these ex-servicemen suitably and that could be possible if a separate colony was set up for them. It is all part of the Government plan and nothing else.In each state of India, a separate sainik colony has been established for proper rehabilitation of exservicemen. Yes, since no non-resident can buy immovable assets in the shape of land and house in Jammu and Kashmir any ex-servicemen who is not a permanent resident of Jammu and Kashmir cannot be entitled to get a plot or a house in the proposed sainik colony in Kashmir.
However, despite the specific assurance dished out by the top leadership of the PDP, the opposition National Conference and the separatists have started raising a hue and cry over a non-issue. The Additional General Secretary National Conference, Dr Mustafa Kamal has said, "It is as under the provisions of the state constitution and under the state subject law sample any person in uniform or without uniform can't buy land in Jammu and Kashmir and any move to resettle nonstate subjects in the state would be fought tooth and nail. The CPI(M) General Secretary, M Y Tarigami said that Government must come out with facts because nobody from outside the state can buy property in Jammu and Kashmir. While rejecting the plan of the government on settling the retired Indian army personals or their children in Jammu & Kashmir, Chairman All Parties Hurriyat Conference Syed Ali Geelani said that Jammu Kashmir is an internationally accepted disputed territory and the decision regarding its future is still pending so the settling or allotting of land to any army personnel or any citizen of India on this disputed land is clear violation of the international rules and it has no constitutional or moral justification. Chairman All Party Hurriyat Conference, Molvi Umar, too has berated the Government for implementing its plan on settling ex-servicemen in a separate sainik colony in Srinagar . He actually means ex-servicemen who are not state subjects.
If Dr Mehboob Beg, Chief spokesman of the PDP, is to be relied on he has made it clear that the state Government had plan to set up a sainik colony for those ex-servicemen who are permanent residents of the state of Jammu and Kashmir. He has also stated that Chief Minister, Mufti Mohd.Sayeed, has conveyed to the Defence Ministry that the proposed sainik colony was meant for settlement of those ex-servicemen who are permanent residents of the state of Jammu and Kashmir. This way there should be no confusion and misunderstanding. And had the coalition Government been keen to allow non-state subjects to settle permanently in Jammu and Kashmir it would have, by now, implemented the BJP plan for granting citizenship rights to the refugees from West Pakistan who have settled in Jammu for the last over 60 years. The separatists and the Kashmir centric mainstream political parties re opposed to the idea of granting citizenship rights to the refugees from West Pakistan on the plea that such a step could alter the demographic character of Jammu and Kashmir. It is strange argument because a few thousand non-muslim refugees from West Pakistan cannot alter the demographic character of the state when the valley has over 97 per cent Muslim population, followed by a majority of Muslim population in Kargil district and over 25 per cent Muslim population in the region of Jammu. It is the right time that these separatists and Kashmir centric opposition leaders stop shedding crocodile tears over an issue which does not exist. Since Chief Minister, Mufti Mohd.Sayeed,has asked the central Government to respect the special status enjoyed by Jammu and Kashmir under Article 370 and the state subject law it indicates, beyond any doubt, that there is no plan to settle non-state subjects in Kashmir. It is a case of much ado about nothing.
