Patwaris allegedly boosting corruption, DC Kathua adopts 'silence'

Kathua, Aug 20: Patwaris in Revenue department especially of Kathua district are allegedly acting like touts and are boosting corruption in Revenue department where each and every individual rich or poor has one or the other work. While people are facing brunt of the alleged corrupt behavior of field officers of Revenue department- the Patwaris, the Deputy Commissioner (DC) Kathua seemingly has adopted stoical silence over the issue.
Ironically the rampant corruption is not new to any bureaucrat of district administration but those who are at the helms of affairs seemed have adopted a callous approach towards the said menace.
Locals alleged that Patwaris allegedly harass and do not listen to the public in first attempt and after frequent visits in their offices, people lose their patience and prefer the alternative route -the enticement policy. "Patwaris who are masters of all these activities offer people for adjustment (sweetener). The person who fed up to repeated visits, bend before them and unwillingly accept the demand, a local on anonymity said.
It is relevant to mention here that Patwaris themselves choose their place of posting and then make people to follow them for their problems related to Revenue Department. "They have fixed the rates to prepare documents falling under Revenue department and take responsibilities of all legal activities after accepting Rs 3000 to Rs 5000 for merely 'Inteqals' locals alleged, adding that Patwaris can't adopt this attitude without any connivance with their higher officials. Shami Singh (name changed), a victim evoked Patwaris also have contributed for grabbing land by land mafia, prepare duplicate documents. "Persons, who belonged to middle class families few years back, claim to have huge land spreads falling under jurisdiction of Municipal Committee, he alleged, adding courtesy Patwaris and revenue department. Hundreds of hector Forest land was also got allotted to people by officials of Revenue department, reasons better known to officials of department. Locals also sought that Revenue Minister must constitute a committee to review the revenue records and find several loopholes and scope of corruption in revenue department.
