Repeated circulars of GAD on RTI disclosure fall on deaf ears of Govt functionaries
Websites giving obsolete information, authorities in slumber

Jammu, Aug 20: Notwithstanding the fact that Prime Minister Narendra Modi has been emphasizing on digital revolution, the casual approach of government departments in Jammu and Kashmir could be well gauged from fact that majority of departments are still not voluntarily disclosing the information, despite repeated orders of General Administrative Department (GAD).
Sources informed Early Times that in the last six months, the GAD had issued three separate circulars, instructing the government departments to voluntarily disclose the information in terms of Section 4 (1) (b) of Jammu and Kashmir Right to Information Act 2009.
The GAD had issued first circular in this regard on 10/2/2015 vide circular number 07-GAD of 2015, second circular on 22/3/2015 vide circular number 19-GAD of 2015 and last circular on 1/7/2015 vide circular number 21-GAD of 2015.
In all these circulars, the GAD had virtually reprimanded the government departments for their failure to ensure voluntary disclosure of information in terms of Section 4(1) (b) JK RTI Act 2009.
The GAD had reported castigated the departments, after it had observed that most of departments were still deficient with regard to hosting the requisite information on their official website besides in some cases, the official websites were not being updated on regular basis, while as some departments still had not launched their official website.
In all the three orders, the Administrative Secretaries, Divisional Commissioners, Head of Departments and Deputy Commissioners were impressed upon to implement the instructions but after lapse of nearly one month, since last circular, there was no change in official websites, an RTI activist said.
The RTI activist, while taking reference of a circular issued on 21st October 2014, by Union Ministry of Personal, Public Grievances and Pensions, Department of Personnel and Training, in which Ministry, which reads as, "Public Authorities have an obligation to proactively disclose RTI applications and appeals received by them and their responses on their websites.
"On one hand Union Government is asking for disclosure of RTI replies and appeals but in our state, still the government is repeatedly been asking the departments to update their websites and upload information and government departments are giving a damn, which is a serious issue and government should take strict action without any delay", he said.
He further said that some penalty should be imposed on the departments, otherwise there would be no difference, which was also cleared from the casual approach shown to the repeated circulars of General Administrative Department.
