PM Modi' clad in saffron turban and red jacket did not seem as confident as he was on his first Independence Day address to the nation. Year one before he had a lot of space likened to empty sky to place the stars at his choice pointing out the pitfalls and fallacies of sixty years rule of UPA predominantly of congress. Year two he mainly had to rely upon his governments achievements and he had not to explain legacy of others. He appeared visibly taxed too with the predicament of recently ended washout parliament monsoon session studded with disruptions and adjournments. The government was anxious to make the parliament transact upon very important bills-----GST and land acquisition, so that the indispensable reforms in economic field could be materialised for the development of the nation. Mr Modi's long silence on three of his ministers (leaders) facing opposition onslaught deprived him of a chance to try to rescue parliament's monsoon session. The important bills could not be passed because of arrogant behaviour of opposition especially of congress and left parties. These parties remained adamant and firm upon their demand of resignation of Sushma Swaraj- the External Affairs minister involved in Modigate issue. The party is also vociferously vocal in demanding the removal of Rajasthan and MP ChiefMinisters, for Vasundra Raje's helping Lalit Modi and whereas Mr Shiv Raj Chouhan was ever embroiled in Vyapam heat. Anyhow he because of his exceptional rhetorical skill was able to control and manage his address that earlier seemed moving towards a dull and boring end. He didn't decorate his second address with new flagship projects and programmes but stayed focused upon the ones announced in his maiden address from the ramparts of Red Fort. He went on recounting his earlier announced initiatives. By Prdhanmantri Jan Dhan Yojna more than 17.4 million people have opened their bank accounts depositing 20 thousand million INR have been deposited, though 46% of them have no money. The poorest of the poor are very happy with this scheme. Sansad Gram Yojna which has been executed exceedingly well only 45 Lok Sabha MP's out of 543 and 5 Rajya Sabha MP's out of 247 have ignored the scheme. As per this noble scheme each MP has to adopt one village in his constituency and make it a model village in development till 2016. In the scheme of providing separate toilets for boys and girls in all government schools across the country, a tremendous output has been registered. 85% of government schools now have toilets for boys and 91% for girls. In the 10 year moratorium on communal clashes nothing significant has been achieved. The average number of riots per month has largely stayed the same over 6 years rising marginally this year. Launch of'Make In India' programme has got a fillip. FDI has enhanced by 29%. Jobs for young people under 35, New Ministry launchers skilling program for 2.4 million youths. There is a positive indication in every program, corruption cases probe by CBI before NDA assumed office has gone from 800 to 1800 now. There is a silver lining for downtrodden people of the society. Each of 1.25 lakh branches of banks will encourage at least one Dallit or Adiwasientrepreneur and atleast one woman entrepreneur.Scheme for direct transfer of LPG subsidy has resulted in the savings of Rs 15000 crore. PradhanMantriKrishiSanchai Yojna has been launched with an outlay of 50 thousand crore and the Ministry of Agriculture is to be rechristened as Ministry of Agriculture and Farmers Welfare. There are certain stand outs in Modi's speech. First, Modi sought to link the rolling back of corruption not one or two initiatives but a longer process------of auctions of public resources beyond coal, ending the practice of job interviews wherever this is feasible, transferring ofsubsidies to the bank accounts of the beneficiaries, cutting out the middle men, changing the culture in government bhawans ofcentral Delhi, where room service operations of well known fixers have been declined in the past years. His backing of tough black money regulations, which may give too much authority to the taxman , was vintage Modi: willing to defend an unpopular cause if he feels in the long run. Second, he did not announce new projects and programmes rather he stayed focused upon the issues that had found mention in 2014 and other occasions -----Swach Bharat, a bonanza for farmers including in the shape of irrigation technology( per drop, more crop). Construction of toilets in schools and in public places, availability of power round the clock, dignity of labour and to uphold the respect of low skill workers. It is a good thing that first he wanted to complete the already taken up projects for which he seemed wedded to and did not like, like others to decorate his second appearance on independene day with other promises and programs. This quality and sincerity differentiated him from his other contemporary leaders and politicians. Thirdly, there are many people who consider Modi's emphasis for under privileged as a conscious effort to dissociate himself from rich people and a response to Rahul Gandhi's Suit-Boot dig. One fourth of India's people arecertainly living poor life and need help. The bottom of the pyramid class were thoseModi sought to reimagine as consumers, as risk takers , as job creaters who should startup even a little shop or repair centres. These are the businesses that, should they begin to blossom, could revolutionise India. In all, Modi is a big player, the coming years will tell us if he reaches his desired goal.
