JU admn aware of bunglings, but yet to retrieve illegally drawn charge allowance | | | Early Times Report Jammu, Sept 12: Despite having knowledge of financial bunglings that has taken place in the campus, the administration of Jammu University is yet to retrieve charge allowances amounting to several lakh rupees. Documents available with Early Times reveal that the university has yet to retrieve the amount despite lapse of several months. "An amount of Rs 459, 879 has been paid to Vivek Slathia on account of charge allowance up to September 2014. No recovery has been made, as no such orders have been issued by the administration," reads JU's reply to an RTI application. "The authorities desired that the charge allowance be calculated in favour of incumbents drawing charge allowance and excess amount, if any, drawn by them be recovered. In view of above, the Assistant Registrar (Accounts) may be requested to release the charges allowance and make recovery of the excess amount, if paid," the reply reads. Sources told Early Times that the payment had been released without consulting any statuary body or Financial Advisor. According to the university's statutes, no financial benefits can be granted by the Vice-Chancellor without consultation of the Financial Advisor, but charge allowances were extended to the blue eyed candidates. Sources said the norms were overlooked by the then Vice-Chancellor, Prof MPS Ishar. The matter was not referred to any statutory body of the university and the VC later withdrew his own order. However, after lapse of around one year the payment (charge allowance) has not been recovered yet. The incumbent VC had constituted a committee to discuss the issue, and the recommendations of the committee have not been implemented yet. No senior official of the university was available for comment.
