Central team arriving shortly to check 'fairness' of NHM examinations in J-K | | | S Tahir-ul Haq Early Times Report SRINAGAR, Dec 2: Meritorious candidates who appeared in various competitive exams of National Health Mission conducted recently in Jammu and Kashmir have appealed Ministry of Health and Family Welfare to ensure transparency and accountability so that there could be no influence of local officials or politicians in the whole selection process. State Health Society/ District Health Society have conducted various competitive exams of National Health Mission (NHM) for the various posts like Staff Nurse, ANM and Lab Technician and so on in Jammu and Kashmir. "There is doubt of malpractices in the conduct of smooth exams like interview for which candidates have made hue and cry in all the district of Jammu and Kashmir. It is apprehended that political influence can play a pivotal role in the selection process of their blue eyed candidates," sources told Early Times. According to letter with regard to exams of NHM, vide DO no: 7(45) 2014-NRHM 1 dated 19 January, 2015, which reads that, "the government of India (GoI), under the ministry of health and family welfare has been regularly emphasizing on the critical importance of quality of Human Resources (HR) in the improvement of health care service delivery and betterment of health outcomes". Minister's letter dated 22 September, 2014, which is in procession of Early Times, wherein it was conveyed that for all future recruitment of health HR under NHM such as Staff Nurse, ANM and Lab Technician, competency based assessment would be mandatory. Letter further reads that, states were advised to associate National Health System Resource Center (NHSRC) in the recruitment process, while as it has been observed that the recruitments are not being conducted in the said manner. However it is learnt that, all recruitments under NHM should be based on competency based a test that assesses the knowledge and skills of the HR being recruited and a representative from GoI/NHSRC should mandatory be associated as an observer at the time of the conduct of competency assessment and final interview. A source in the Ministry of Health and Family Welfare, Government of India said that a central team is likely to visit Jammu and Kashmir to investigate the smooth conduct of competitive exams which have been held over the past few months for the same posts at district levels. Any candidate who will try to contact and unduly influence any government officials, district health society may debar him from the merit list as central team shall be monitoring the entire process, said sources. It is pertinent to mention here that no support of HR under NHM would be provided unless recruitments under NHM are done as per the guidance. Meanwhile a group of candidates said, "the government order should be implemented in letter and spirit, so that accountability and transparency can threw a new life in the selection process and the deserving candidates can prove their mettle. |
