Rehab package for Jammu migrants, Rev deptt to identify PoK, Chambh beneficiaries | | | Early Times Report Jammu, Dec 2: The state cabinet which met here today under the chairmanship of Chief Minister, Mufti Mohammad Sayeed today decided that the state government would pursue with the centre rehabilitation package for Jammu migrants and ensure the disbursement of relief at the earliest and at par with Kashmiri migrants. It was also decided that steps would be taken by the Revenue Department to start process for identification and verification of the beneficiaries and generation of sound data base for the disbursement of rehabilitation package among the refugee families from POK and Chamb. Roadmap for 3000 jobs for Kashmiri migrants The Cabinet also approved roadmap for creation of 3000 additional jobs for the Kashmiri migrants on fast track basis. Marriage scheme for poor girls The state cabinet accorded sanction to the adoption of the state sponsored social assistance scheme titled ‘State Marriage Assistance Scheme for Poor Girls’ (SMAS) as per guidelines for its implementation in J&K with immediate effect. The scheme is a social assistance scheme meant for those unmarried identified girls of the State living below poverty line, who may not find themselves in a position to marry due to financial constraints. The norms for availing benefit under the scheme are that the prospective beneficiary girl should be above 18 years of age, should be an identified poor girl in the survey list available with the concerned DDCs, DSWOs. The eligible girl will receive one-time financial assistance of Rs 25000 and cost of 5gm of gold from the competent authority as provided in the scheme. The Social Welfare Department will be the nodal department for implementation of the scheme. Skill development scheme ‘Hunnar’ launched The state cabinet accorded sanction to the adoption of the scheme ‘Hunnar’ as per guidelines for its implementation in J&K with immediate effect. ‘Hunnar’ is a skill development scheme for poor girls of the State living below poverty line, who may not find themselves in a position to earn dignified livelihood. The proposed scheme will bring all schemes launched by different departments under one umbrella which have training and skill development component. The norms for availing benefit under the scheme are that the prospective beneficiary girl should be above 18 years of age, should not be a school going girl and should be an identified poor girl in the survey list available with the concerned DDCs, DSWOs. The scheme constituents include skill development, micro enterprises, cooperative societies for the production, manufacturing of goods and marketing of products. The eligible identified poor girl will be imparted training through various existing schemes, extended by the identified departments, followed by subsidy, marketing and managerial support, once the venture will turn into cooperative society. The scheme will be operational in all districts across the state and Social Welfare Department will be the nodal department for implementation of the scheme. CM to head Skill Development Mission The Skill Development Mission would be headed by the Chief Minister Mufti Mohammad Sayeed himself. The Cabinet also approved skill gap mapping in the state across various sectors and focus on imparting 50 specific skills covering heritage industry skills, traditional trades, modern trades and agriculture based skill enterprise. The Cabinet approved constitution of a high level monitoring committee under the Chairmanship of Chief Secretary to oversee the policy directions given by the apex skill development mission and take specific initiatives and measures for the skill development. The Technical Education Department would be the coordinating department for Skill Development initiatives. Cluster Universities Bill 2015, creation of 124 posts approved The Cabinet approved introduction of Kashmir and Jammu Cluster Universities Bill 2015 and proposal for creation of 124 posts of different categories for both Cluster Universities. The Bill proposes to establish two Cluster Universities in the state, one each at Jammu and Srinagar under centrally sponsored scheme RUSA. The Cluster Universities will provide opportunity to large number of students to pursue various post graduate, under graduate and diploma courses in different streams and subjects through regular mode. In another significant decision aimed at granting financial autonomy to the state’s Universities and to ensure efficient utilisation of resources, the State Cabinet accorded approval to the grant of block grant to the Universities which will fund salary, pension, pensionery benefits of the sanctioned faculty and administrative staff. Along with this, there will be a provision for a maximum increase of up to 10% every year. The Universities will be free to decide how to spend the allocated money based on its own internal allocation mechanism and according to what it intends to achieve. The Universities will decide about the amount of tuition fees, besides the Universities have also been allowed to retain all internally generated resources through paid courses, collection of fees and forms, etc. The Universities have also been allowed to generate and retain funding from sources other than the government and to allocate them independently. While the management of financial issues will be left in the hands of the University or its various bodies, the government will focus on establishing broad guidelines and policy issues. The Universities will have to review and put in place a robust accountability mechanism. National Food Security Act to be implemented from Feb 1, 2016 The Cabinet approved the recommendations / report submitted by the Cabinet Sub Committee constituted for detailed deliberations with regard to the implementation of NFSA in the State. With the approval of the Cabinet the NFSA shall be implemented in whole of the state w.e.f 1st February 2016. The Cabinet also approved the recommendations of the Sub Committee with regard to framing of Committees for monitoring of the implementation of NFSA. The State level monitoring group shall comprise Minister for CAPD and Tribal Affairs, Minister for Social Welfare and Forests, Minister for Rural Development and Panchayati Raj and Minister for Finance, Labour Employment and Culture Department. District Level committee will be headed by DDC with ACD, AD CAPD and DSWO as its members. Tehsil Level committee would be headed by Tehsildar with BDO, TSO, TSWO as its members. The Statistical and Evaluation wing of the Planning Department shall be co-opted with CAPD Department till the implementation of the NFSA in toto. Sanctions implementation of R&R Plan for Kishen Ganga project The Cabinet also accorded sanction to the implementation of R&R Plan for Kishen Ganga HEP. PPP mode of funding, PPP Cell The State Cabinet accorded sanction to the adoption of the sectoral approach for undertaking projects in PPP mode and creation of PPP-Cell in the Finance Department. All line departments would identify projects to be undertaken in PPP Mode and PPP-Cell in the Finance Department will provide initial guidance and appraisal. Concurrence of Finance Department and Planning and Development Department would be to be taken before bidding projects. All PPP Projects would be undertaken after seeking the approval of the Cabinet. PPP Cell would also act as Advisor or help in the transaction advisor. A Steering Committee, headed by Chief Secretary with Planning, Finance, Revenue, Law and concerned department Secretaries as members, will be set up to oversee selection, formulation and implementation within the laid down timelines.
