Promotions in RDD on fake certificates: Div Com seek documents from promoted officers | ET Impact | | Sumit Sharma Early Times Report Jammu, Dec 2: Taking cognizance of a news report published in Early Times on July 1o, 2015 regarding the illegal promotions of 23 Village Level Workers in the Rural Development Department as Block Development Officers (BDOs), many of whom had submitted either fake degrees or degrees from such universities that were not competent to award such degrees, the Director Rural Development Department has now issued memos to such promoted BDOs and have asked them to prove the genuineness of their educational certificates. ML Raina, Director Rural Development Department vide his office order no.s Estt/Compl-57/2015/42306-3D dated 30/Nov/2015 has asked all the promoted officers to submit all their educational certificates from class 10th to Graduation and Post Graduation. In his order the director has stated, "As per the complaint received from the Governor's Secretariat through Administrative Department and the Divisional Commissioner, Jammu's Office, it is alleged that at the time of your appoint merit as VLW in Rural Development Department, you were under graduate and you have acquired graduation qualification (Graduation/PGDRD) during (the course of service). In order to verity the genuineness of your higher qualification certificates (Graduation/PGDRD), you are directed to submit the certificates of each examination passed from Matriculation to Graduation/PGDRD to this Directorate within 02(two) days positively and after verification regarding the genuineness, report shall be submitted to the Administrative Department for further submission to the Governor's Office". Earlier also, vindicating Early Times report, Director Rural Development Department (RDD) admitted that some Village Level officers were promoted from Gram Sevak to Inspector and then BDOs without Vigilance's verification. As per communiqué no DRDJ/Comp/-57/2015/26503-04, Director RDD in its report submitted to Divisional Commissioner Jammu admitted that promotions were accorded without Vigilance's verification. The report was submitted after Divisional Commissioner Jammu Pawan Kotwal, taking the cognizance of the report published in the Early Times, directed Director Rurual Development Department to furnish fact finding report to him. Following the publication of the report, Divisional Commissioner Jammu in a communiqué to Director Rural Development Department having number 901/CC/Jammu/487-88 dated 4.8.2015, directed him to submit the factual report against the news item regarding alleged promotions in RDD on fake /unverified certificates. |
