Srinagar, Dec 2: Pradhan Mantri Gram Sadak Yojana (PMGSY), a well conceived scheme of Government of India was not followed by the State Government in its true letter and spirit thereby defeating the basic purpose the providing road connectivity in rural and far flung areas of the state. Sources told Early Times as per the guidelines of the program, a Quality Control Register for the road works executed has to be maintained mandatory but in most of the districts, registers have not been maintained by the authority concern in the state. "In absence of the Quality Control Registers by most the districts including Doda, Reasi, Anantnag containing results of prescribed tests for each of the road works and quality control checks could not be ascertained in most of the road works," they said. Despite knowing the fact that as per guidelines under PMGSY, only such roads can be reported as completed which are cleared by the National Quality Monitors (NQMs), State Quality Monitors (SQMs) but the inspection of only 50 % of road projects out of completed road projects has been done by NQM and SQM, they informed further adding that the rest of the projects could not be inspected due to absence of Quality Control Registers. Interestingly, Kashmir division has performed poorly in maintaining mandatory Quality Control Register, as the records of the inspection conducted by State Quality Monitors in respect of the roads works in Kashmir Division had not been maintained, they said. Sources further informed that concerned department has been repeatedly maintaining that completed road projects under PMGSY Jammu are satisfactory despite non-conducting of inspections by State Quality Monitors as a matter fact the level of satisfactory execution of road works was to be decided by the SQM/NQMs. |
