Man shown married to man, Sikh man's picture on Muslim consumer's form | Discrepancies in CAPD records, another gift of Omar Govt | | Early Times Report
Srinagar, Dec 17: The previous Omar Abdullah led government is responsible for the gross discrepancies, which have appeared in the database compiled by the Consumer Affairs and Public Distribution Department (CAPD) in Jammu and Kashmir. Official sources confirmed that in 2012, the National Conference led government went for the digitization of the consumers records of the CAPD department. "Interestingly, it were two NC ministers, who in league with Omar Abdullah, got the records digitized but didn't bother about the correctness of data fed into the computer," the officials said. While the PDP-led state government is bracing up for implementation of the National Food Security Act(NFSA), the flaws in the CAPD database have come as a major roadblock. Sources said during a high level meeting at the DC Office Srinagar, held today, the government was informed that the discrepancies can hinder the timely implementation of the NFSA. As of now, hundreds nay thousands of consumer records in the CAPD database are found flooded with discrepancies. CAPD's database has pasted picture of a Sikh man against the name of a Muslim whereas in hundreds of cases a man has been shown as married to another man. The most common complaint is that names, address and parentage have been wrongly mentioned. The CAPD Director candidly admits the gross mistakes in the database. Official sources said three years ago the then CAPD Minister Chowdhary Mohammad Ramzan of National Conference came up with the plan to digitize the records of the ration card holders in the state. The project was handed over the Information Technology ministry which was headed by another NC leader Aga Ruhullah Mehdi. "IT ministry subsequently leased out the project to some private companies, mostly from Kashmir for the digitization of the works," the officials said. Official sources said the CAPD didn't bother to get the records digitized with transparency but that some Ghat Munshis with dubious track record were assigned the task of getting the records fed. "Some corrupt officials fudged the records to meet their personal motives and thus records were deliberately digitized incorrectly," said a CAPD official. Officials said "tech-savvy" Omar Abdullah was not serious about the implementation of the digitization but only wanted to cash it for publicity of his being an "e-governance friendly CM". "Through the so called digitization, he only wanted to get another feather in his cap that, ration card holders have brought under the purview of e-governance," sources close to the development said. Officials said the PDP led government should initiate an inquiry into the matter. "It is high time for the government to order an high level probe through some credible investigation agency like CBI to know as to why the previous government remained silent over incorrect feeding of consumer details into the CAPD database," they said. Meanwhile, the state government is preparing to implement the NFSA in the state from February 1 next year while the database prepared by the previous regime will be the backbone. But the incorrect database has emerged as a major impediment in way of the implementation of the project. According to the schedule of the CAPD department, the enrolment for new ration cards under NFSA will be held from December 7 to December 18 this month. The scrutiny of forms will be done from December 19 to December 21, and final lists will be displayed at fair price shops across the state. In case of any glitches, it can be filed till December 26 and the list would be finalised on December 27. |
