Financial crunch may hit National Dogri conference

Jammu, Dec 17: The proposed National Dogri Conference being organized by Jammu and Kashmir Academy of Art Culture and Languages in Jammu on 21 and 22nd of December is likely to face obstacles due to alleged financial constraints.
Sources informed Early Times that the budget proposal submitted by Dogri wing of Academy to the Secretary of Academy for the proposed national conference was turned down by the secretary and has reportedly asked the officials to curtail the budget.
"The officials had made the proposed budget for this National conference of Dogri being organized in Abhinav Theatre to the tune of more than Rs. 6 Lakhs. When an official of Academy approached the Secretary of Academy, there was a heated exchange of words between both the officials", sources said, adding that the Secretary had reportedly asked the officials to slash down the budget to only Rs. 2 Lakhs. They further informed that already invitations were forwarded to all renowned Dogri writers across country. To make arrangements for these scholars and for two day national conference, Rs. 6 Lakh was not a big budget but in small amount of Rs. 2 Lakhs it was not possible to organize such big event.
"Two years back, the two days' National Dogri Conference was held in the Auditorium of Gandhi Nagar College for which a budget of Rs. 4.50 Lakh was approved and this year, it is not possible to make conference successful in this small amount, which is less than previous budget", sources said.
They further alleged that some of the officials were also contemplating to cancel the Dogri conference as due to slashed budget it was not possible to organize such conference. "The Academy officials have been giving step motherly treatment to Dogri and all other languages have been given preference", an official alleged, adding that the proposed budget for Urdu Conference held in Kashmir was more than Rs. 3 Lakh. Contradicting the reports, Dogri Editor of Academy Ashok Gupta said that there were no financial constraints to organize the event. He further added that they have finalized the items required for the Conference and it would cost nearly Rs. 4 Lakhs. Additional Secretary of Academy AS Aman also said that there was no slashing of budget and as per requirements of the Conference funds were available. Secretary of Academy, Aziz Hazni admitted that the officials had made a proposal of more than Rs. 6 Lakhs in which they had also planned to organize a Mushiara for which a budget of nearly Rs. 80,000 was proposed besides some other activities, which were not required. "We have recently organized the conferences of Urdu and Gojri in Kashmir valley but we have been giving more budget for Dogri conference in Jammu. As it is a Dogri conference, papers will be read by the writers and there will be through discussion on the papers. As the Mushaira's are organized on routine basis, so organizing Mushaira during conference will not defeat the purpose of Conference", he said, adding that Academy's thrust was to promote all the languages and not selectively.
He further said that after organizing the conferences of all the language, Academy would organize a mega conference of all the languages.
