Mufti clips wings of seniors, empowers junior ministers | | | Early Times Report
Srinagar, Dec 19: After the hue and cry raised by the BJP leaders that Ministers of State from BJP are "powerless" and they have "no say" in the administrative affairs, Chief Minister Mufti Mohammad Sayeed has ordered delegation of more powers to the Ministers of State so that they can take the decisions independently. Sources told Early Times that government issued an order (No. 1556-GAD of 2015) on Friday evening in this regard and passed on the copies to all the concerned. Insiders revealed that Chief Minister had taken a serious note about the complaint made by the BJP Minsters of State that they are powerless. "Initially the Chief Minister discussed the matter about giving more powers to Ministers of State with his senior ministers and asked them to ensure that next time BJP leaders should not approach him with a complaint that they are powerless," they added. Sources claimed that despite the Chief Minister passing oral instructions to his cabinet colleagues and senior ministers nothing much changed on the ground. "Recently one of the BJP leaders met the Chief Minister and apprised him about the ground situation and narrated that his oral directions have been ignored," they added. The Chief Minister, according to the sources, assured the BJP leader he would look into the matter and his grievance would be addressed. "Soon after the BJP leader left the Chief Minister sought the feedback from the officials to ascertain the ground situation. He came to know that nothing much had changed despite his oral instructions," the source claimed. On Friday evening the Chief Minister decided to clip the wings of the senior ministers and directed that in addition to powers as may be delegated to the Minister of State by the Minister-in-charge under Rule NO. 9, the Minister of State shall exercise powers independently in respect of the matters pertaining to approval to the transfer of non-gazetted staff, which require approval of the Administrative Department, as per the transfer policy. The order further said that the MoS can now give administrative approval to the works beyond the competence of HoDs up to Rs 3 crore, sanctioning advance drawal upto Rs 15 lakh with the concurrence of FA and CAO, medical treatment outside the State in respect of the non-gazetted staff under the J&K Medical Attendance-cum-Allowance Rules, charge allowance in favour of the officers/officials, officiating on the higher posts, deputation of non-gazetted staff in connection with official work outside the State but within the country, deputation of the non-gazetted staff to attend the technical conferences, festival advance in favour of the staff and referring non-gazetted and gazette vacancies to the Selection Committees/SSB/PSC. Notably, a delegation of the BJP leaders had called on the Chief Minister in Jammu last month and had complained that Ministers of State are "toothless tigers." They had alleged that a few PDP ministers were not allowing them to do anything and they are unable to face the people who had voted them to power. Officials said following the new order MoS in the state cabinet would be exercising more powers independently. |
