Controversial minister hampers Horticulture deptt's functioning | | | Akshay Azad Early Times Report jammu, Dec 19: A controversial Cabinet Minister of coalition Government has reportedly sabotaged the working of Horticulture department and his influence could be gauged from the fact that a junior level officer is holding the post of Director Horticulture, who stands at sixth position in seniority list. Sources informed Early Times that nearly four months ago, during a cabinet meeting, this controversial Minister of Bhartiya Janta Party (BJP) had managed to appoint his trusted officer as Director Horticulture Jammu, throwing into dustbin the seniority list of the department. The incumbent Director Horticulture Jammu is at position sixth in the seniority list, while the officers who are senior to him are well qualified than him and also have specialty in the field have been ignored. "Due to close proximity to the power corridors, influential officials managed plum postings while Director Jammu as well as Director Horticulture Kashmir, who are at number 1 and at 2nd slot in the seniority list have been sidelined," sources said. They said that former Director Kashmir Sunil Mishri, who is at number 2nd in the seniority list was replaced by a KAS officer and was posted as Project Director Bage-e-Bahu, which is a non-existent post. Moreover, KK Sharma, who is at number 1 in the seniority list was replaced by the present Director Jammu, who is six slots junior to Sharma. "KK Sharma is Post Graduate in Landscaping and Floriculture but the present director is simply B.Sc in Agriculture", sources said, adding that KK Sharma was asked to report the department but for the last four months, there was no word from Government on further posting of Sharma. "It is despite the fact that KK Sharma is senior most in the department and has only 9 months to attain superannuation but he was being humiliated, due to some unknown reasons. Sources further said that at serial number 3 of seniority list is Pran Dulloo, who is M.Sc in Agriculture but was also ignored and is appointed as Project officer Kashmir, while at serial number 4 is Anoop Koul, who was Joint Director Headquarters Anantnag. RS Bali is Deputy Director Kashmir and is at serial number 5 but all were ignored during appointments of Director Horticulture Jammu and Kashmir due to interference of the controversial Minister. Sources said that it was also in contravention to the ruling of apex court, which had ruled that seniority of officer cannot be ignored and a junior level officer cannot man a senior post. "It is still unknown as to why concerned Minister is keeping mum over undue interference in his ministry", sources alleged. |
