Implement suggestions of IGP, Transport Commissioner for easing traffic woes: HC to Govt | | | Early Times Report
Srinagar, Dec 19: A Division Bench of the state High Court has treated 12 suggestions filed by Transport Commissioner and Inspector General of Police as its directions for regulation of traffic in Srinagar and has ordered government to implement them for alleviating the suffering of people. Hearing a Public Interest Litigation (PIL) tilted Kashmir Consumer Welfare Forum and others v/s Commissioner Transport J&K Srinagar, the Division Bench directed this to government after Inspector General of Police (Traffic) and Transport Commissioner Kashmir have come up with a series of suggestions before the State High Court with and aim to alleviate the sufferings of commuters owing to traffic congestion. The officials suggested that encroachment on the roads as well as on the footpaths in the Srinagar City needs to be permanently removed. They said the process of shifting of General Bus Stand from Batamaloo needs to be expedited. The Division Bench of Justices Muzaffar Hussain Attar and Ali Mohammad Magrey told the court that the policy of renewal of permits of Sumos and Maxi cabs need to be revisited which have been issued 'All Route Permits' but are operating in Srinagar city. They said the policy of renewal of permits of these vehicles needs to be revisited to fix point to point routes for better regulation of these vehicles. Officials also suggested identification of additional stands for better regulation of movement of Matadors/Mini Buses in Srinagar City. The officials suggested additional bus stops/ bays need to be identified at different places in Srinagar City to put an end to the practice of pick and drop of passengers from any point in the City. It was also submitted to court that the existing non-functional traffic lights need to be made functional and additional traffic lights, wherever required, need to be established at all the intersections/crossings. They said the road dividers of sufficient length need to be erected at all the intersections/crossings (with or without traffic lights) so as to enforce one-way traffic movement at the crossings/intersections. "Also Zebra crossing/yellow lines need to be marked on all the Intel sections/crossings having traffic lights," he added. IGP and the Commissioner Transport also suggested identifying more parking slots for parking of private cars and two-wheelers particularly in the commercial areas in the city. Officers also suggested that the educational institutions in Srinagar City to be directed to use only medium sized i.e. 30 seater vehicles. They informed the court that some educational institutions located in Srinagar city have engaged heavy (52 seats) buses, movement of which also causes traffic jams in the City during peak hours as the road capacity in Srinagar City is not adequate enough for movement of such big buses without obstructing the normal traffic. IGP (Traffic) also felt the need to reorganize the Traffic and Motor Vehicle Department with enhancement of manpower. Further suggesting deploying traffic cops in two shifts of six hours each, IGP (Traffic) said there is a total requirement of about 1200 Police Personnel for the Srinagar City. However, at present Srinagar City Traffic Police has a sanctioned strength of 389 cops only against which a total of 381 are posted. He also suggested that the traffic booths need to be constructed at Crossings/intersections where the Traffic Policemen on duty can temporarily take shelter during rains/snow and during long hours of standing duty. Court after hearing the suggestions directed the State to implement suggestions positively for regulation of traffic. The bench asked the State to file compliance report.
