Job card holders ignored, JCBs put into use at Barwal | MGNREGA guidelines 'violated' | | Arun Kumar Early Times Report Kathua, Jan 10: According to the government guidelines, there is a strict restriction on the use of machines in any MGNREGA work, but in Barwal area of Kathua district, JCBs are being used to construct roads under the ambitious central project. As per the MGNREGA guidelines, work is to be provided in rural areas to job card holders. Locals today expressed their resentment against the rural development department, alleging that a road, leading towards the primary health centre in the village, was being made with the help of JCBs, while no work was being given to the MGNREGA job card holders. Kuldeep Singh, a local, alleged the concerned officials were making the road without providing work to the job card holders. Ranjeet Singh said though they had also called on ACD, Kathua, and the concerned BDO, no step had so far been taken to engage the job card holders for construction works in panchayat Barwal East and West. He alleged that there existed a nexus between some RDD officials and the panchayat body. The protesters later forced the executing agency to stop the use of JCB that was being used for the construction work of road and demanded strict action against the officers and the panchayat members who, they alleged, had connived to usurp the right of job card holders When contacted, Barnoti BDO Ashraf Hussian denied all the allegations, claiming that no MGNREGA work was being carried with the help of JCBs at Barwal. Kathua ACD, Dr Sunil Sharma said MGNREGA guidelines "don't permit use of JCB in construction". He assured to constitute a committee for initiating an inquiry into the alleged matter. He also said that he would issue instructions to all the 19 blocks falling under his jurisdiction for not using any machine, while ignoring job card holders, in any construction work. |
